Re-Roofing / Roof Recovery Projects
Multiple School Locations Within Cumberland County
The Cumberland County Schools Board of Education is soliciting Statements of Interest and Qualifications from qualified firms to provide comprehensive Architectural Services to assist the school district in performing Re-roofing / Roof Recovery Projects for the
2018-2019 / 2019-2020 school years. The firm(s) selected shall have the primary responsibility for execution of the planning, design, construction documentation and construction administration phases of the projects.
This RFQ is not an invitation for Bid: responses will be evaluated on the basis of relative merits of the Qualifications. There will be no public opening and reading of the responses received by the school district pursuant to this request.
RFQ’s responses are due by December 7, 2018 at 10:00 a.m. local time.

Qualifications must be enclosed in a sealed envelope; the package must clearly show the phrase “Request for Qualifications – Architectural Services – Roofing Projects” and the respondent’s name.
Telephone, facsimile or email responses are not acceptable. Timely delivery is at the risk of the Respondent.
General Terms and Conditions:
This RFQ does not commit the School System to enter into a contract. The school system reserves the right to award one, more than one, or no contract(s) in response to this RFQ. The School System reserves the right to waive informalities and irregularities in the submissions of qualifications received.
The Contract(s), if awarded, will be awarded to the Respondent(s) whose submittal(s) is deemed most advantageous to the School System, as determined by the selection committee, upon approval of the CCS Board of Education.
Short-listed firms may be requested to provide a copy of the firm’s certificate of insurance indicating the levels of professional liability and general liability coverage carried by the firm. Minimum coverage to be as follows:
General Liability ($1,000,000 / $2,000,000)
Automotive Liability ($1,000,000)
Professional Liability ($1,000,000 / $1,000,000)
Brief Project Descriptions:
Byrd HS: Approximately 106 squares of 4 Ply asphalt BUR with gravel over ISO on a concrete deck – tear off and replace. Replace/Repair six 5’ x 30’ skylights at atrium. School was built in 1972 / re-roofed in 1999.
Collier ES: Approximately 138 squares 3 Ply asphalt BUR smooth surface over ISO on a metal deck – re-cover. School was built in 1989 / never re-roofed.
District 7 ES: Approximately 155 squares 3 ply asphalt BUR with gravel over ISO on a concrete deck – School was built in 1957 – re-roofed in 1987 – re-cover.
Grays Creek ES: – Approximately 50 squares of 4 Ply asphalt BUR with gravel over ISO on a tectum deck – re-cover. School was built in 1953 / re-roofed in 1993.
Morganton Road ES: – Approximately 138 squares of 3 Ply asphalt BUR with gravel over ISO on a metal deck – re-cover. School was built in 1989. Never re-roofed.
Bill Hefner ES: Approximately 945 Squares 4 Ply asphalt BUR over ISO on a metal deck – re-cover with recovery board and single ply membrane. School was built in 1995 – never re-roofed.
Anne Chesnutt MS – Approximately 161 3 Ply asphalt BUR over ISO on a metal deck with gravel – re-cover if possible, based on investigation. School was built in 1989 – never re-roofed.
Cliffdale ES – Approximately 150 squares 3 Ply asphalt BUR over ISO on a metal deck with gravel – re-cover. School was built in 1988 – never re-roofed.
Ed Baldwin ES / Rockfish ES – Each school is approximately 150 squares 4 Ply asphalt BUR over ISO on a metal deck smooth surface – re-cover. Both schools built in 1989-90 – never re-roofed.
Melvin Honeycutt ES / W.T. Brown ES – Each school is approximately 500 squares of 4 Ply asphalt BUR – smooth surface on a metal deck – re-cover. Schools were built in 1994/1994 – never re-roofed.
CCS will assist in the investigative process as needed, i.e., to verify the condition of existing roofs and roofing insulation, once the projects are awarded to the selected design firm(s).
