Academy at Smith CTE Renovation project

Sealed bids will be received by the Guilford County School System until 3:00 PM, Thursday, April 2, 2020 at 501 W. Washington Street, Greensboro, NC 27401, Room 100, and immediately thereafter publicly opened and read aloud, to furnish all materials and labor for the Academy at Smith CTE Renovation project.  Upon arrival, please check-in at the front information desk for room location and sign-in.  Please allow sufficient time for this, as late bids will not be accepted.

Plans, specifications, and contract documents will be available to view during business hours from March 4, 2020, until bids are opened, at the following locations:  office of LS3P Associates Ltd. 227 W. Trade Street, Suite 700, Charlotte, NC 28202; 704-333-6686. Bidding documents, consisting of drawings, specifications, instructions, and forms, may be obtained on March 4, 2020.  Bid documents will only be issued electronically, at no cost to Bidders.  Electronic copies of the documents (.pdf format) are available online at  Hard copies are produced at the bidders own discretion and cost.

Questions regarding the contract documents should be directed, in writing, by email to ;  or by fax to 704.333.2926.  Deadline for questions will be 5PM on March 25, 2020.  Responses will be issued by addenda to all vendors no later than 5PM on March 27, 2020.

A brief non-all-inclusive description of work in the project follows: The location is an existing, 3 story Educational building with a basement. No scope of work on the Basement level. 1st Floor includes but not limited to demo of an existing wall to create a single Medical classroom and a collaboration/reception area and 3 small offices. Provide misc. classroom specialties. Patch/paint existing walls in the main vestibule. Replace existing flooring in 2 classrooms on the 2nd floor. Provide misc. classroom specialties. Patch/paint existing walls in the corridor.  No scope of work on the 3rd floor.

A non-mandatory pre-bid conference will be held at the site at 3:00 PM, Thursday, March 12, 2020.  Attendees should meet at the Main Office.  Attendance at this conference is highly encouraged for all potential bidders to examine the existing conditions and to discuss particular details of the project.  Bidders must be properly licensed for the work in accordance with Section 87 of the North Carolina General Statutes.

A 100% Performance and Labor and Material Payment Bond is required for this project. No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of 60 days.

E-Verify Requirements:  This project requires the awarded vendor to comply with the requirements of E-Verify.  (U.S. law requiring companies to employ only individuals who may legally work in the United States – either U.S. citizens, or foreign citizens who have the necessary authorization.)

Minority businesses are encouraged to submit bids for this project.  The appropriate forms from the section entitled “Participation by Women and Minority Owned Businesses” must be submitted with each bid to show good faith efforts to obtain Minority and Women Owned Business Enterprise participation.

The Guilford County Board of Education awards public contracts without regard to race, religion, color, creed, national origin, sex, age or handicapped condition as defined by North Carolina General Statutes, Section 168A-3.

The Board reserves the right to reject any or all bids presented and to waive any informalities and irregularities.
