City of Hendersonville Wastewater Treatment Plant Improvements – Generator Installation project

INVITATION TO BID

The City of Hendersonville will open sealed formal Bids, from the previously prequalified bidders only, at 10:00 AM EST on July 16, 2018 for the furnishing of materials, labor, and equipment for the construction of the City of Hendersonville Wastewater Treatment Plant Improvements – Generator Installation project in the City Operations Center, 305 Williams Street, Hendersonville, NC 28792. The project consists of the installation of one 1,500 kW diesel emergency generator with its associated sound/weather enclosure and sub-base fuel tank (generator, enclosure, and fuel tank provided by the City), installation of electrical switchgear equipment, site clearing, grading, erosion control, storm drainage relocation, fence removal and replacement, site restoration, concrete equipment pads, routing of power and controls, SCADA integration, and all ancillary electrical equipment for a complete and functional emergency generator installation.

The City has undergone a prequalification process and has determined five (5) prequalified bidders eligible to bid on this project.  Only these bidders listed herein will be permitted to submit bid proposals, and no bid from any entity other than those listed herein shall be considered.  Bidders for this Project must be properly licensed in North Carolina at the time of bid and must at all times be in good standing and authorized to do business in the State of North Carolina.  The following Contractors have been prequalified for bidding by the City:

Addenda will be emailed to those on the plan holders list, posted online and provided as necessary to Carolinas AGC and to the Dodge Global Network. The City will not be responsible for full or partial sets of Contract Documents, including any Addenda.

A pre-bid conference will be held at 10:00 am on June 28th, 2018 at the Hendersonville Wastewater Treatment Plant – Administrative Building, 99 Balfour Road, Hendersonville, NC 28791.  Interested parties are invited to attend this meeting to review the plans, ask for additional information or clarifications, or visit the project site. Attendance at the pre-bid conference is highly encouraged but is not mandatory.

Requests for Substitution must be submitted to the Engineer no later than fourteen (14) days from Bid Advertisement.   Requests for Substitution will only be considered for items specifically addressed in the Contract Documents.

Each Bidder must be licensed under Chapter 87 of the North Carolina General Statute.  All bids must include a non-collusion affidavit.

Each proposal shall be accompanied by a bid deposit in the amount of not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Instruction to Bidders.  The City reserves the right to waive any informality, to reject any and all proposals, and to award a contract which, in its judgment, is in the best interest of the City of Hendersonville.  It is the policy of the City to award public building contracts without regard to race, religion, color, creed, national origin, sex, age or disabling condition.
