Sealed Bids for the construction of the indicated project will be received by the City of Sanford Engineering Department, at which time the Bids received will be publicly opened and read at that time and location by Paul Weeks, P.E., City Engineer. All Bids submitted shall include one original set of the Bid Documents.

The Work consists of the following:

A.    Flood Rehabilitation and Equipment Replacement for the following facilities:

1.    Influent Distribution Box
2.    Fine Screens Facility No. 1
3.    Fine Screens Facility No. 2
4.    Grit Collection Facility
5.    Influent Pump Station
6.    Old Influent Pump Station
7.    Grit Handling Facility

Mayor and City Council of the City of Sanford, North Carolina, herein referred to as Owner, will bid the Big Buffalo WRF Flood Rehabilitation Project as a Single Prime Contract only. Multiple Prime bids will not be accepted. Bids shall be submitted, as indicated on the Bid Form. The Contract Times for the Work are set forth in the Agreement.

The City of Sanford prohibits discrimination in any manner on the basis of race, color, creed, national origin, sex, age, handicap, or sexual orientation and will pursue an affirmative policy of fostering, promoting, and conducting business with women and minority owned business enterprises.  The City of Sanford has adopted a goal of 10% for participation by minority or women-owned businesses in contracts over $100,000 awarded for construction by the City. The Bidder shall comply with the requirements of North Carolina G.S. 143 128.

Bidders must include completed minority or woman-owned subcontractor documentation in order for the Bids to be considered responsive and valid.

Bidders must certify that they do not and will not maintain or provide for their employees any facilities that are segregated on a basis of race, color, creed, or national origin, and so certify with the form included in the Bid.

The Owner reserves the right to reject any Bid for failure to comply with all requirements of this Notice or of any of the Contract Documents; however, it may waive any minor defects or informalities at its discretion. The Owner further reserves the rights to reject any and all Bids and to Award the contract that in its judgment is in the best interest of the Owner.

Each bid shall be submitted on the Bid Form furnished with the Contract Documents or on copies of the Bid Form furnished with the Contract Documents. Bidder shall submit Section 00 40 00 – BID FORM and its entirety unbound from the Contract Documents enclosed in a sealed envelope and addressed to:

The name and address and the NC Contractor’s License Number of the Bidder must be plainly written on the outside of the envelope, and the envelope marked: 

Bid for Big Buffalo Water Reclamation Facility Flood Rehabilitation Project, City of Sanford. 

No Bid shall be considered or accepted unless at the time of its filing the same shall be accompanied by a deposit with the City of Sanford of cash, or a cashier’s check or a certified check drawn on a bank or trust company insured by the Federal Deposit Insurance Corporation, in an amount equal to not less than five percent (5%) of the Bid.  In lieu of making the deposit as above provided, such Bidder may file a Bid Bond executed by a corporate surety licensed under the laws of North Carolina to execute such bonds; conditioned that the surety will upon demand forthwith make payment to the City of Sanford upon said Bond if the Bidder fails to execute the Contract in accordance with the Bid Bond.  If upon acceptance of his Bid, a Bidder fails to enter into a Contract with the City of Sanford, the Bid deposit shall be forfeited to and become the property of the City of Sanford.  No Bidder may withdraw his Bid within 120 days after the date of Bid opening.

A separate performance bond and payment bond each in an amount equal to one hundred percent (100%) of the Contract price will be required.  Carriers must be authorized to do business in North Carolina.

Bidders must conform with the provisions of the North Carolina Contractor’s Licensing Act of 1925, as amended.

Each set will be issued upon receipt of payment of $350.00 (nonrefundable).  Additional full-size prints are available for $2.50 each and Specification pages for $1.00 each.  Each application must be accompanied by a check made payable to Hazen and Sawyer, P.C. If sets are to be mailed, a nonrefundable, twenty-five-dollar ($25) postage and handling charge will be required.

Upon receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents.  The Bidding Documents will include one full-size set of Drawings with a printed copy of the Project Manual. Partial sets of the Bidding Documents will not be available from the Issuing Office.

Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including any addenda, obtained from a source other than the above listed locations and websites.

Each Bidder must be a Bidding Document Holder. Bids submitted by Bidders not on the list of Bidding Documents (Plan) Holders with the Issuing parties will not be opened.

Bid security shall be furnished in accordance with the Instructions to Bidders.

Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders.
