REQUEST FOR QUALIFICATIONS
Gaston County, North Carolina is accepting responses to this Request for Qualifications (RFQ) from firms qualified to perform Facility Master Planning Services. The requested service will include a comprehensive County-wide facility needs assessment, a prioritized ten-year capital improvement implementation plan taking into consideration historic utilization data and projected needs based on demand for services and population projections. A responding firm should have a licensed Architect, a MEP Engineer and a LEED AP on staff and/or in partnership to identify the condition of major facilities, systems, materials and other components that affect the long-term performance and viability of County facilities.
The Plan must serve as a strategic guide to better integrate, support, and transition current program and service facilities for future needs. The assessment of facility needs and improvements, capital investments, and funding sources must evaluate the history, maintenance, scope of repairs, modernization, sustainability, upgrades, and/or new construction likely needed. The Plan should anticipate and address the changing and evolving role of public service and plan for adequate facilities that allow departments to provide those services in an efficient and effective manner. Information developed through the planning process will assist Gaston County in long-range planning for utilization of existing facilities and future capital construction and renovation needs.
Gaston County Government maintains approximately 1,300,000 square feet of buildings spread throughout the County. Of that total, the focus of this study will primarily be employee occupied or structures where service is provided containing approximately 1,200,000 square feet.

Gaston County reserves the right to reject any and all Statements of Qualifications, modify the scope of work or services to be provided; withhold award of contract for any reason it may determine; waive or decline to waive any technicalities or irregularities in any written or verbal submittals; and require additional written, verbal, or both to the submittals if necessary.
Gaston County retains the right to use any information, data or ideas submitted in response to this Request for Qualifications. A submittal to Gaston County constitutes the waiver of any claim to compensate for the use of information, data, or ideas contained in such submittal.
Gaston County has established specific indemnification and insurance requirements for agreements/contracts with consultants, engineers, and architects to ensure that adequate insurance coverage is maintained. Indemnification and hold harmless clauses are intended to assure that consultants, engineers, and architects accept and are able to pay for the loss or liability related to their activities.
