Separate sealed BIDS for the construction of Hoke County Regional Water System, Water Main Relocation – Sec. Road 1304 – Hobson Rd., for the County of Hoke, North Carolina will be received by the County of Hoke at the Hoke County Water Department, 663 Palmer Road, Raeford, North Carolina, until 2:00 P.M (Daylight Saving Time), Thursday, October 3, 2019 and then at said office publicly opened and read aloud.  The project will consist of – 120 lf of 8” PVC and DIP, 160 lf of 10” HDPE, and appurtenances.

A preferred pre-bid Conference will be held on Thursday, September 26, 2019, at 2:00 P.M. (Daylight Saving Time) at the Hoke County Water Department, 663 East Palmer Road, Raeford, North Carolina.

The CONTRACT DOCUMENTS, consisting of Advertisement for BIDS, Information for BIDDERS, BID, BID Bond, Agreement, GENERAL CONDITIONS, Payment Bond, Performance Bond, NOTICE OF AWARD, NOTICE TO PROCEED, CHANGE ORDER, DRAWINGS, SPECIFICATIONS AND ADDENDA, may be examined at the following locations: iSqFt and McGraw-Hill Dodge web sites; Office of the Owner; Office of the Engineers.  Copies of the CONTRACT DOCUMENTS may be obtained at the office of Koonce, Noble & Assoc., Inc., located at 208 E. 5th Street, Lumberton, N.C. 28358 upon payment of $100.00 for each set.  Any unsuccessful BIDDER, upon returning the CONTRACT DOCUMENTS within ten days of the bid opening, and in good condition, will be refunded $50.00.  No refund will be made to non-bidders.  Suppliers will also be refunded one-half of their deposit upon returning the plans within ten days of the bid opening and in good condition.  Contractors must purchase a complete set of plans and specifications from the engineer to be used in placing a bid for the project.

The County of Hoke has adopted a policy, which establishes a verifiable goal of 30 percent participation by Disadvantaged Business Enterprises.  Disadvantaged Enterprises to be utilized would be from the grouping that is composed of independent contractors, suppliers, etc.  The County reserves the right to request documentation as to this effort.
