NOTICE TO BIDDERS
CITY OF SANFORD CEMETERY RD WATER LINE EXTENSION
The City of Sanford is requesting bids from qualified construction firms to perform construction services necessary to complete a water line extension along Cemetery Rd. The project consists of the following approximate major items: Installation of approximately 790 linear feet of 6” PVC waterline and associated hydrants, valves and appurtenances along Cemetery Rd.
Sealed bids for the project entitled CITY OF SANFORD CEMETERY RD WATER LINE EXTENSION will be received by the CITY OF SANFORD (herein called the “Owner”) at the Engineering Department located at 225 E. Weatherspoon St., Sanford North Carolina, until Tuesday, August 6th , 2019 at 2:10 pm,, and then publicly opened and read as per NC General Statute sec. 143-129.
Proposals must be enclosed in a sealed envelope addressed to the CITY OF SANFORD, P.O. Box 3729, Sanford, North Carolina 27331, and the outside of the envelope must be marked “Bid for City of Sanford Cemetery Rd. Water Line Extension”. Proposals must be made on the blank forms provided in bound copies of Contract Documents. The name, address, and license number of the bidder shall be plainly marked on the outside of the envelope.

The contract documents are also available for examination by the public at the City of Sanford Engineering Department, 225 E. Weatherspoon Street, Sanford, North Carolina; McGraw Hill Dodge (dodgeprojects.construction.com); and Hispanic Contractors Association of the Carolinas (isqft.com).

Neither the Owner nor the Designer will be responsible for full or partial sets of Plans and Contract Documents, including any Addenda, obtained from any other sources. Only bids submitted in bid documents obtained from the engineer will be accepted.
Each proposal shall be accompanied by a certified check drawn on some bank or trust company, insured by the Federal Deposit Insurance Corporation, of an amount equal to not less than five percent (5%) of the proposal, or in lieu thereof a bidder may offer a bid bond of five percent (5%) of the bid executed by a surety company licensed under the laws of North Carolina to execute the contract in accordance with the bid bond. Said deposit shall be retained by the owner as liquidated damages in event of failure of the successful bidder to execute the contract within ten days after the award or to give satisfactory surety as required by law.
Each bidder and subcontractors must be appropriately licensed in the State of North Carolina as provided in General Statutes Chapter 87. All bidders must be licensed for the full amount of the bid.
The right is reserved to reject or refuse any or all bids, to waive formalities, to negotiate and to award contracts which in the opinion of the Owner appear to be in its best interests. The right is reserved to one hundred twenty (120) days from the date of opening.
A performance bond and a payment bond will be required for one hundred percent (100%) of the contract price.
