Sealed Bids for the construction of the Johnston County Water Treatment Plant Fourth Filter Addition project will be received by the Owner, Johnston County, at the Johnston County Land Use Center, 309 E. Market Street, Smithfield, NC 27577, until 2:00 p.m. local time, on Tuesday, September 22, 2015, and then at said location publicly opened and read aloud.
The Project consists of constructing:
- A fourth filter group (Filter Group No. 4) consisting of a new, 4 cell filter unit with filter effluent weir structure, associated piping and instrumentation enclosed in a new building constructed of masonry walls and metal siding and roofing.
- New polymer feed systems for existing ClariCone® No.’s 1-8.
- New “pre” and “post” chemical feeds for the fourth filter group.
- A concrete foundation and piping for a future ClariCone® unit (No. 9).
- Replacement of existing 800 gallon chlorine day tank with a tank provided by the County.
Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form.
Bids will only be accepted from Bidders previously prequalified by the Owner. The prequalified bidders include:
- Crowder Construction Company
- Dellinger, Inc.
- English Construction Company
- Haren Construction Company
- RTD Construction
- State Utility Contractors, Inc.
- TA Loving Company
- Wharton-Smith, Inc.
PRE-BID MEETING – A pre-bid meeting shall be held at 10:00 a.m., on Tuesday, September 8, 2015 at the Johnston County Water Treatment Plant, 600 Clearwater Drive, Smithfield, NC 27577.
The Contract Documents may be examined at the following locations:
Johnston County Public Utilities office located in the Johnston County Land Use Center, 309 E. Market Street, Smithfield, North Carolina and online at iSqFt; McGraw Hill Dodge; Construction Journal, Construction Data News and Hispanic Contractors Association of the Carolinas.
Copies may be obtained from McKim & Creed, Inc. upon a non-refundable payment of $100.00 for each set of documents requested, payable to McKim & Creed, Inc. Please contact Karen Mattingly at 919-233-8091 or by email at [email protected] to obtain a copy of the Bidding Documents. Small minority and women’s businesses and labor surplus area firms are encouraged to submit bids.
Each bid must be accompanied by a certified check or a bid bond by an acceptable surety company of not less than five percent (5%) of the amount of the bid, made payable to the Owner, Johnston County, as a bid guarantee.
A Performance and a Payment Bond will be required for the successful bidder in the amount of one hundred percent (100%) of the contract price, conditioned upon the faithful performance of the contract, payment of all persons supplying labor or furnishing materials, and payment of all liabilities incurred in connection with the work under this contract.
North Carolina law requires any contractor bidding on work in the State which costs $30,000.00 or more to show evidence that he is licensed under the “Act to Regulate the Practice of General Contracting.”
No bid may be withdrawn for a period of sixty (60) days after the scheduled closing time for receiving bids. The Owner reserves the right to reject any and all bids and any part of a bid and to waive formalities and technicalities in the bidding procedure.
No consideration will be given any request for Plans and Specifications within the five (5) day period immediately prior to the date for receiving bids. Bids must be submitted on the printed form, or exact copies thereof, contained in the Contract Documents.
Bidders shall make positive efforts to use small and minority-owned businesses and comply with GS 143-128, Executive Order 11246, and 41 CFR, Part 60-4.
The Drinking Water State Revolving Funds (DWSRF) program is providing partial funding for this project. As such, the special provisions, Minority Business Participation and the Davis Bacon Act as noted in the Instructions to Bidders and Supplementary Conditions shall be required for this contract.
