The successful candidate will provide the Department with direction, management and coordination of Force Account construction services, functioning in the capacity of a single-prime contractor, to perform the construction of complex, multi-million-dollar projects. Day to day management duties include the direct development of all construction project Critical Path Method (CPM) schedules, leading on-site monthly schedule compliance meetings, updating the CPM schedule, and producing schedule reports for the monthly construction meetings and project managers. This position directly supervises a six-person general, mechanical, and electrical construction estimating operation, responsible for the development of accurate bill of material and cost estimates, document development for the purchasing of materials and specialty equipment, inspection and verification of procured materials and specialty equipment, and contract agreement development, soliciting, bidding, and awarding of informal and formal material and labor services. This position also directly supervises a five-person warehouse operation, responsible for the receiving, storing, and delivering of the purchased materials and specialty equipment and managing preventative maintenance services on owned fleet trucks, road tractors, trailers, and heavy construction equipment. This position also directly supervises a two-person metal fabrication operation, responsible for the fabrication of sheet metal ductwork, structural steel, handrails, guardrails, fence gates, and other metal fabrications required to complete the construction of complex, multi-million-dollar projects.
This position has a duty station of Raleigh, NC and requires the successful candidate to commute daily to the Raleigh, NC office with occasional overnight stays within areas of North Carolina. This position is assigned a duty station located State Owned work vehicle for standard business use and overnight stays when required.
Standard work days and times are Monday – Thursday, 7:00 AM to 5:30 PM but occasionally could require work hours on Fridays.
This position also serves as the principal alternate on Construction Program Management issues during the Assistant Director of Construction’s absence.
KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES:

Qualified applicants must possess and application must clearly reflect work experience that demonstrates the following).
Demonstrated knowledge of construction project methodologies and project management experience for new construction, renovation, and/or major maintenance projects.
Demonstrated experience developing, reviewing, and updating Critical Path Method (CPM) construction schedules for complex, new construction, renovation, and/or major maintenance projects.
Demonstrated experience with cost estimating and procurement of materials and equipment for construction, renovation, and/or major maintenance projects.
Demonstrated experience with reading/interpreting construction plans and documents.
Demonstrated knowledge of OSHA standards, North Carolina Building Codes, AND/OR laws and ordinances governing institutional / industrial / commercial construction.
Demonstrated ability to plan and direct the work of pre-construction and construction personnel in varied disciplines.
Demonstrated ability to establish and maintain effective working relationships with employees, architects, engineers, contractors, and State agency managers.
Strong ability to clearly and concisely communicate both verbally and in writing.
Ability to use MS Office (Word and Excel) and willingness to learn new software programs
A valid Driver’s License is required.
Bachelor’s degree in either Mechanical, Electrical or Civil Engineering from an ABET accredited university.
Six (6) years’ experience with construction contract administration, preconstruction services, and construction management focused on multi-million dollars institutional, commercial, apartment, office or industrial projects. Primary preference is institutional / industrial.
Five (5) years’ experience developing and updating resource dependent Critical Path Method (CPM) construction schedules for complex, multi-million dollars new construction, renovation, AND/OR major maintenance projects using Primavera Scheduling Software.
Prior experience establishing and maintaining effective working relationships with employees, architects, engineers, contractors, and State agency managers.
Thorough knowledge of NC General Statutes and processes governing public construction.
Licensed NC Professional Engineer.
Certified Project Management Professional (PMP), Professional Energy Manager (PEM) or Certified Construction Management (CCM)
