Parking Structure Maintenance and Repairs

The Piedmont Triad Airport Authority will receive Bids for the Parking Structure maintenance and Repairs, 2018, in the Stanley Frank Board Room at the Piedmont Triad International Airport, until Thursday, July 19, 2018 at 2:00 pm, at which time and place all Bids received will be publicly opened and read aloud. Bids received after 2:00 pm on July 19, 2018 will not be accepted.

The work may be generally described as maintenance and repairs to be performed in a 33-year-old, 3 supported level precast parking structure that provides approximately 2,000 spaces.  Specific work items include miscellaneous concrete floor, beam, column, and double tee repairs; waterproofing repairs such as sealant removal and replacement, expansion joint removal and replacement, penetrating sealer application; floor drain replacement, shear transfer device installation, new traffic striping and marking; and other miscellaneous repairs.

Proposals must be submitted in sealed envelopes with the Bidder’s name, full mailing address, and General Contractor License Number, license expiration date, and license classification shown as the return address.  Sealed envelopes shall be addressed to:

Each bid shall be accompanied with a Bid Security equal to 5% of the total Bid in the form of a cash deposit or a Bid Bond. Contract Security in the form of 100% Performance and Payment Bonds will be required.

No Bid may be withdrawn after closing time for the receipt of Bids for a period of ninety (90) consecutive calendar days.

A mandatory Pre-Bid Conference Meeting will be held at the Stanley Frank Board Room at the Piedmont Triad International Airport on Tuesday, July 10, 2018 at 10:00 am. The purpose of this meeting will be to familiarize the prospective bidders with the proposed project. The meeting will cover contract scope, bid items, schedule requirements, and any questions from those in attendance. A representative of the Authority and the Engineer will be on hand to respond to questions from potential Bidders in attendance.

Questions relating to the Contract and Contract Documents must be submitted in writing to Leslie Jo Hurwitz no later than 12:00 pm on Thursday, July 12, 2018. Bidding documents will be available on or after July 3, 2018 and may be examined at the following locations between the hours of 9:00 am and 4:00 pm, Monday through Friday:

Each Bidder must be properly licensed under Chapter 87, General Statutes of North Carolina (G.S. 87-15).

Each Bidder shall certify, by submission of a proposal, that neither it nor its principals is presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction by any Federal department or agency or the State of North Carolina.

The Piedmont Triad Airport Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The Piedmont Triad Airport Authority reserves the right to waive any informalities or irregularities in or to reject any or all Bids and to award or refrain from awarding the Contract for the work, whichever the Authority deems to be in its best interest.
