INVITATION FOR BID
The County of Onslow is soliciting Bids for repairs to North Topsail Beach Access Sites #1 and #2 in Onslow County. Repairs include driving timber piles, replacement of damaged wooden ramps, stairs and walkways.
Sealed Bids are being accepted until 2:00 PM EST, September 18, 2019 at the Onslow County Purchasing Department, 234 NW Corridor Blvd. Jacksonville, NC 28540. No bid will be accepted after the official time and date. All Bids will be opened publicly and read aloud immediately after the deadline.
Complete plans, specifications, and contract documents may be obtained free of charge via email by contacting Tom Koch, at Wetherill Engineering by email at Tkoch@wetherilleng.com . Contract documents will be emailed to interested bidders in PDF format. No plan deposit is required.
A pre-bid meeting will be held at 10:00 am on September 4, 2019 at the Beach Access Site #2, 2950 Island Drive, North Topsail Beach. Prospective bidders are to meet to discuss the project and answer pertinent questions. All prospective bidders are strongly encouraged to attend the pre-bid conference.
All bids must be accompanied by a Bid Security in the form of a Bid Bond, a certified check, a cashier’s check, or a money order in the amount of 5% of the bid amount.
The provisions of North Carolina General Statutes 143-128 and 143-129, included guidelines for single-prime contracting and minority business enterprise participation, shall be observed in letting and executing the Work. Applicable provisions of North Carolina General Statutes Chapter 87 shall also be observed in the receiving of bids and awarding of contract.
The award of a contract under this solicitation will be paid with federal funding. Funding is contingent upon compliance with all terms and conditions of funding award. All prospective contractors shall comply with all applicable federal laws, regulations, executive orders, FEMA requirements and the terms and conditions of the funding award. In addition, contractors providing submittals shall be responsible for complying with state law and local ordinances.
The County encourages participation by small, minority, disabled, and woman-owned businesses. The County of Onslow reserves the right to reject any and/or all proposals.
