ROCKY MOUNT JUDICIAL CENTER RE-ROOFING
BID NUMBER 76220

Per NCGS 143-129, sealed bids for Rocky Mount Judicial Center Re-Roofing with SSMR, CRM BID NUMBER 76220, will be received by the City of Rocky Mount, NC, (hereinafter call the “City”) in Conference Room #1 of the Administrative Services Complex, 331 South Franklin Street, Rocky Mount, North Carolina 27802 until 2:00 PM local time, Tuesday, October 24, 2017 at which time and place all bids received will be publicly opened and read aloud.

A Pre-Bid Meeting will be held at 10:00 am, Wednesday, October 11, 2017 in Conference Room #1 located on the 2nd floor of the Frederick E. Turnage Administrative Complex Building, 331 South Franklin Street, Rocky Mount, NC 27802.  Minority business owners or their representatives are urged to attend. At the conclusion of the pre-bid meeting at the Administrative Complex, companies will be invited to the Judicial Center worksite, located at 301 Cokey Road, Rocky Mount, N.C. 27801, to view the roof area.

Proposal must be enclosed in a sealed envelope addressed to the Purchasing Manager, City of Rocky Mount.  The project name and bid number as well as the name, address and license number of the Bidder must be plainly marked on the outside of the envelope.

The City reserves the right to reject any and all bids and to waive any informality.  The City will not discriminate against any bidder submitting a bid because of race, creed, color, national origin or handicap.

The project includes the following major items:

12,470+/- square feet of re-roofing on the North Building
7,107+/- square feet of re-roofing on the South Building
Removal of all existing asphalt shingles, minor roof sheathing removal and replacement
New Gutters and Downspouts
Safety measures as required for building occupants, pedestrians and workers

Contract Documents may be examined at the following locations:  Appian Consulting Engineers, PA, 154 Roundabout Court, Rocky Mount, NC, The City of Rocky Mount, Purchasing Division, and on the City of Rocky Mount Purchasing website:  http://www.rockymountnc.gov.

Complete Bidding Documents may be obtained from Appian Consulting Engineers, PA (Issuing Office), upon payment of a non-refundable fee of one hundred dollars ($100) for each set of documents.  Bidders will receive electronic copies of the Bidding Documents to make additional copies as needed.  Bids are required to be submitted on the original bound Bid Manual provided with the Contract Documents.   Questions related to this project should be directed by email only, to Michael Baughn, Property & Risk Division Manager, City of Rocky Mount, at ([email protected]) or Bobby L. Joyner, PE Project Engineer, Appian Consulting Engineers, PA, ([email protected]). Answers to questions will be responded to by email for documentation purposes.

Each request for Bidding Documents must be accompanied with the following information: Company name, phone and fax numbers, street address for Bidding office; contact person, email address; N.C. contractor’s license with limitation and classification; identification if the firm will be a Bidder, Supplier or Sub-Contractor.

Bidders will be required to show evidence that they are licensed to perform the work in the Bidding Documents as required by North Carolina General Statute, Chapter 87 and the Instructions to Bidders.  Bidders must conform to the provisions of the North Carolina Contractor’s Licensing Act of 1925, as amended.

The City of Rocky Mount seeks to achieve five percent (5%) minority business participation with this project.  Bidders are responsible for returning the required affidavit(s) with their bid price proposal to document their good faith efforts.  The contractor that is recommended for award of the contract shall be responsible for supplying a notarized e-verify affidavit before award of the contract if one is not on file with the City of Rocky Mount Purchasing Office.

Bid Security in the amount of five percent (5%) of the Bid must accompany each Bid and shall be subject to the conditions provided in the Instructions to Bidders.  A 100% performance bond and 100% payment bond will be required from the successful bidder.  Bids for this project shall be guaranteed by all bidders for a period of ninety (90) calendar days following the bid opening.
