NOTICE TO BIDDERS

The Piedmont Triad Airport Authority (the “owner”), 1000 A Ted Johnson Parkway, Greensboro, North Carolina 27409, will receive sealed bids in the Stanley Frank Board Room at the Piedmont Triad International Airport for furnishing labor and materials for construction of:

Bidding Requirements:

Bids will be received for construction of the project as follows:

SINGLE PRIME CONTRACT
Bids will be received up until 2:00 pm, local time, January 9, 2018, and at that time publicly opened and read aloud.

Bidders may inspect the applicable bidding requirements and the drawings, specifications, and other contract documents at the office of the Airport Authority, Piedmont Triad International Airport, 1000 A Ted Johnson Parkway, Greensboro, North Carolina, or at the office of Lindsey Architecture, 125 South Elm St., Suite 300, Greensboro, North Carolina.

Bidding documents may be obtained prior to the bid opening date between the hours of 8:00 am and 5:00 pm, Monday through Friday from the office of Lindsey Architecture as follows:

Bid Security: Each proposal shall be accompanied by a cash deposit, or a cashier’s check, or certified check drawn on some bank or trust company insured by the Federal Deposit Insurance Corporation, of an amount equal to not less than five percent (5%) of the proposal, inclusive of all alternates that would increase the amount of the bid, or in lieu thereof, a bidder may offer a bid bond in such amount executed by a surety company licensed under the laws of North Carolina to execute such bonds, conditioned that the surety will upon demand forthwith make payment to the owner upon such bond if the bidder fails to execute the contract in accordance with the bid bond.  Said deposit shall be retained by the Owner in event of failure of the successful bidder to execute the contract within ten days after the award or to give satisfactory surety as required by law.

A Performance Bond and a Payment Bond will be required for one hundred percent (100%) of the contract price.

Retainage will be withheld from payments to the Contractor as allowed by NCGS Section 143-134.1

A Pre-bid Conference will be held December 13, 2017 at 2:00 pm at the Piedmont Triad Airport Authority office in the Stanley Frank Board Room.

No proposal may be withdrawn after the scheduled closing time for the receipt of bids for a period of 90 days.

The Authority has a seven (7%) goal for participation in this project by Minority Businesses as defined in G.S. 143 – 128.2. It is the policy of the Owner that Minority Businesses shall have the opportunity to participate in the performance of contracts financed in whole or in part by the Owner in order to maximize opportunities for Minority Businesses in the Owner’s project.

The Piedmont Triad Airport Authority in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

By submitting a bid under this solicitation, the bidder certifies to have reviewed all documents in reference to the Contract, General Conditions, Supplementary Conditions, Specification Sections, Drawings, addenda and modifications to the Contract Documents issued subsequent to the initial printing of the project manual and including but not necessarily limited to printed material referenced by any of these documents so to complete the work as indicated in the documents.

The bidders must be properly licensed under Chapter 87, General Statues of North Carolina (G.S. 87-15)

The bidders shall certify, by submission of a proposal, that neither it nor its principals is presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction by any Federal department or agency or the State of North Carolina.

All bids must be made on the appropriate Bid Form. Each proposal

submitted shall be placed in a sealed envelope marked:

and delivered to the Airport Authority’s office at the Piedmont Triad International Airport, 1000 A Ted Johnson Parkway, Greensboro, North Carolina.

The owner reserves the right to accept or reject any bid, to reject all bids and re-advertise, or to reject all bids without further action, whatever appears to be in the best interest of the Owner.
