NEWPORT NEWS, Va. – Every vote matters. Canvassers tell you that when they knock on your door or call you before Election Day. But contests rarely come down to a single vote.

Tuesday was an exception. In a stunning daylong recount, Democrat Shelly Simonds picked up 11 votes to upset Republican incumbent Del. David Yancey in the 94th House District race. The final numbers: 11,608 to 11,607.

Democrats and Republicans in the House of Delegates will be split 50-50, taking control from Republicans for the first time in nearly 18 years.
