NOTICE TO BIDDERS
The Piedmont Triad Airport Authority will receive bid proposals for the purchase of an Aircraft Rescue and Fire Fighting (ARFF) Vehicle in the Stanley Frank Board Room at the Piedmont Triad International Airport until 2:30 p.m. on May 21, 2021 at which time and place, the bids will be opened and read aloud. All bids received after the above date and time will not be considered and will be returned unopened.
This vehicle shall be a commercially produced 4-wheel drive diesel engine driven ARFF vehicle for an Index C airport. It includes the choice of a vehicle with a minimum 300-gallon water/AFFF system with 500 lb sodium-based dry chemical system and pump with separate water and foam tanks discharge system. The vehicle shall meet the requirements of National Fire Protection Association (NFPA) 414, Standard for Aircraft Rescue and Fire Fighting Vehicles (2017 edition), and AC 150/5220-10E, Guide Specification for Aircraft Rescue and Fire Fighting (ARFF) Vehicles.
Bidders shall present their Bids in a sealed envelope marked at the lower left-hand corner “Aircraft Rescue and Fire Fighting (ARFF) Vehicle”. Bid proposals should be addressed to:

All questions about the meaning or intent of the Contract Documents shall be submitted in writing to the Engineer at firstname.lastname@example.org no later than 12:00 PM EDT on May 12, 2021. Firms are advised that any information given or questions asked will be provided via addendum to all interested firms. Failure of any Bidder to review any such Addendum or interpretation shall not relieve Bidder from any obligation under its Bid as submitted.
Bid Proposals will not be considered or accepted by the Authority unless at the time of filing the same shall be accompanied by a cash deposit, cashier’s check, or certified check drawn on a bank or trust company that is insured by the Federal Deposit Insurance Corporation, in an amount equal to not less than five percent (5%) of the bid amount. In lieu thereof, the Bidder may file a Bid Bond in an amount equal to five percent (5%) of the bid amount executed by a corporate surety licensed under the laws of North Carolina to execute such bonds.
Each Bid and Bid Guaranty shall remain binding for a period of sixty (60) days after the opening thereof to allow time for evaluation of the Bids by the Authority. A Performance Bond will be required from the Successful Bidder for one hundred percent (100%) of the contract price.
This contract is subject to the provisions of Title VI of the Civil Rights Act of 1964; Department of Transportation Regulations 49 CFR Part 21 – Nondiscrimination in Benefits and Services to the Public; and 49 CFR Part 30 – Denial of Public Works Contracts to Suppliers of Goods and Services of Countries that Deny Procurement Market Access to U.S. Contractors (Foreign Trade Restriction) and Buy American – Steel and Manufactured Products Provision of the Aviation Safety and Capacity Expansion Act of 1990.
The Successful Bidder agrees to comply with 49 USC § 50101, which provides that Federal funds may not be obligated unless all steel and manufactured goods used in AIP funded projects are produced in the United States, unless the Federal Aviation Administration has issued a waiver for the product; the product is listed as an Excepted Article, Material Or Supply in Federal Acquisition Regulation subpart 25.108; or is included in the FAA Nationwide Buy American Waivers Issued list.
The requirements of 49 CFR Part 26 apply to this contract. It is the policy of the Authority to practice non-discrimination based on race, color, sex or national origin in the award or performance of this contract. The Authority encourages participation by all firms qualifying under this solicitation regardless of business size or ownership.
The Piedmont Triad Airport Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the implementing Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
The Piedmont Triad Airport Authority reserves the right to waive any informalities or irregularities in any bids or to reject any or all bids and to award or refrain from awarding a contract for this procurement, whichever the Authority deems to be in its best interest.
