Sealed Bids will be received by the City of Raleigh Engineering Services Department at the City of Raleigh Baileywick Park (Shelter 1), 9501 Baileywick Road, Raleigh NC 27615 until 2pm local prevailing time on Thursday, November 4, 2021, and immediately thereafter publicly opened and read aloud at the City of Raleigh Baileywick Park (Shelter 1) for the furnishing of labor, material, and equipment for the Baileywick Park Improvements project. General Contractors are asked to only send one (1) representative to the Bid Opening. Bid Opening attendees are required to wear masks   and maintain social distancing during the Bid Opening.

The Project consists generally of the following major items: New Open-Air Multi-Use Pavilion for Pickleball and Basketball, Renovations to Existing Bathroom and Picnic Shelter, New Parking Lot and Site Work.

A Mandatory Pre-Bid Meeting will be held at 2pm local prevailing time on Tuesday, October 19, 2021, at the City of Raleigh Baileywick Park (Shelter 1), 9501 Baileywick Road, Raleigh NC 27615. Interested General Contractors are asked to only send one (1) representative. A tour of the Project Area will be held following the Pre-Bid Meeting. Bidders are also encouraged to visit the project site additionally on their own, at their convenience and expense, during normal park operational hours.

All attendees are required to wear masks and maintain social distancing during the Pre-Bid Meeting and Existing Facility Tour.

Content presented during the Pre-Bid Meeting will be streamed and recorded via Zoom. Contractor attendance via Zoom will qualify as attendance to the Mandatory Pre-Bid Meeting. Link to recorded presentation will be included in an Addendum.

Bidders are encouraged to download Zoom software on their digital devices and become familiar with the program prior to the meeting if they are not currently familiar with the Zoom video conferencing platform.

Following review of pre-bid meeting agenda items, participants will be allowed to ask questions related to the project scope of work. Other questions will be received ONLY in written form. The deadline to submit written questions to the Architect is 5pm local prevailing time on Wednesday, October 20, 2021.

Complete Bidding Documents can be obtained by requesting a PDF electronic set. Please contact Zach Hoffman at in situ studio ([email protected]). No plan deposit is required. Neither the Owner  nor the architect will be responsible for full or partial sets of Contract Documents, including any Addendum, obtained from any other source.

With requests for Bidding Documents, all requestors shall supply the following information for registration with the architect. Company name, contact person, street address, phone numbers, and email address for Bidding office. Indicate if the firm will be a Bidder, Supplier, or Sub-Contractor.

Partial sets of plans and specifications will not be issued. The North Carolina Interactive Purchasing System (IPS) website ( will post all addenda. Contractors are responsible for distributing documents to all sub-contractors.

Bids are required to be submitted using a sealed two-envelope system. One envelope shall include the Contractor’s Form of Bid Bond and should be clearly labeled “Bid Bond”. The second envelope containing all other required Bid Documents (refer to Bid Submittal Checklist included in the Project Manual) should be clearly labeled “Bid Forms”.

Each Bid must be made on the Bid Proposal Form provided in the PROJECT MANUAL. Separate sealed opaque envelopes are required for the Bid Bond and Bid Forms. Both sealed envelopes should be addressed to: City of Raleigh, Engineering Services Department, Attn: Michael Atkinson, One Exchange Plaza, 219 Fayetteville Street, Suite 801, Raleigh NC 27601. The name, address, and the North Carolina Contractor’s License Number of the Bidder must be plainly written on the outside of each envelope, and the envelopes shall be marked with “Bid for Baileywick Park Improvements and PROJECT NO. 274-PR-2021-BAILEYWICK”.

Paper hard copy sealed bids are required, and digital submissions are not allowed.  In keeping with current governmental guidelines to minimize personal contact and maintain social distancing during Covid-19 pandemic related restrictions, Bidders have two (2) options for delivery of their bid documents:

  • Early delivery via in person/hand delivery to the bid opening location at the City of Raleigh Baileywick Park (Shelter 1), 9501 Baileywick Road, Raleigh NC 27615 (one hour prior to the bid opening time) on the day of the bid opening.  The City’s Construction Management Division project manager will be onsite at that time to receive bids.  Envelopes must be addressed and sealed and will be securely held until the time of the bid opening later that afternoon. Bids should not be delivered to the City’s One Exchange Plaza address. 
  • Bidders may also deliver documents in person immediately prior to the bid opening meeting to be held at the noted bid opening location at Baileywick Park at the date and time noted above. Bids must be submitted prior to the scheduled bid opening time.

A separate performance bond and payment bond, each in an amount equal to one hundred percent of the Contract price, will be required from the successful lowest responsive, responsible bidder after notice of award, and for execution of contract.  Carriers must be authorized to do business in the state of North Carolina.

No bid may be withdrawn for ninety (90) days after the bid opening. The Owner reserves the right to reject any or  all bids and to waive informalities.

Each Bidder must show evidence that it is licensed under Chapter 87 of the N.C. General Statutes and the City reserves the right to request additional bidder qualifications as needed.

Pursuant to General Statues of North Carolina Section 143-128 and 143-131 and to City policy, the City of Raleigh encourages and provides equal opportunity for Certified Minority and Woman-Owned Business Enterprise (MWBE) businesses to participate in all aspects of the City’s contracting and procurement programs to include – Professional Services; Goods and Other Services; and Construction. The prime contractor will be required to identify participation of MWBE businesses in their proposal, and how that participation will be achieved.

Furthermore, the City’s goal is to contract and sub-contract fifteen percent (15%) of the total contract amount to Certified MWBEs on construction projects of $300,000 or more, or contracts of $100,000 or more that include any State funding (note this project has no state funding). The Owner reserves the right to reject any Proposal for failure to comply with all requirements of this Notice or of any of the Contract Documents; however, the Owner may waive any minor defects or informalities at its discretion. The Owner further reserves the right to reject any and all Proposals or to Award the contract which in its judgment is in the best interest of the Owner.
