Carthage Street Gravity Sewer Extension

PURSUANT TO SECTION 143-129 of the General Statutes of North Carolina, the City of Sanford will receive sealed bids for the above-named project consisting of the following approximate major items:

Approximately 1,300 LF of Gravity Sanitary Sewer, Manholes, and residential service connections along Carthage Street.

Bids will be received at the City of Sanford Public Works Service Center, located at 601 N 5th Street, Sanford, North Carolina 27330 until 10:00 A.M., May 4, 2021, at which time they will be publicly opened and read.

The Issuing Office for the Bidding Documents is: ms consultants, inc., 5444 Wade Park Blvd., Suite 160, Raleigh, NC 27607, Phone:  (919) 772-5565.  Contact person:  Joe Leson, [email protected].  Prospective Bidders may examine the Bidding Documents at the Issuing Office or Public Works Department of the City of Sanford, 225 E. Weatherspoon Street Sanford, North Carolina 27331, (919)-777-1118 on Mondays through Fridays between the hours of 8:30 a.m. and 4:30 pm.  Bidding Documents may also be examined virtually at QuestCDN ( .

Printed copies of the Bidding Documents may be obtained from the Issuing Office during the hours indicated above.  Sets purchased may be obtained for a payment of $100.00; Checks are nonrefundable, and shall be payable to ms consultants, inc.  The date that the Bidding Documents are transmitted by the Issuing Office and will be considered the Bidder’s date of receipt of the Bidding Documents.  Partial sets of Bidding Documents will not be available from the Issuing Office.

Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.  Each Bidder shall be responsible for the review of all addenda for the project and shall acknowledge the addenda on the bid form.

A Pre-Bid Meeting was held at 10:00 am local time on Friday, March 26, 2020 at the City of Sanford Service Center, located at 601 N 5th Street, Sanford, North Carolina 27330.  Attendance at the pre-bid meeting was not mandatory.  No other Pre-Bid Meetings are scheduled at this time.

In order to comply with the current North Carolina gathering size limitations, the number of Bid Opening attendees will be limited to one per interested party, until the current maximum of ten (10) individuals is reached.  Additionally, anyone entering the building is required to wear a mask at all times.  The City is also providing a virtual option in addition to the in-person option for the Bid Opening.  To participate in the virtual Bid Opening, you must email Mary DePina at [email protected] by 2:00 p.m. local time on May 3, 2021 and confirm your sign-on name in order to be admitted to the meeting.  You will be provided with the information to join the meeting at that time.

Each bid must be enclosed in a sealed envelope addressed to the City Engineer, City of Sanford, P. O. Box 3729, Sanford, North Carolina 27331-3729.  Bids must be made on the blank forms provided in bound copies of Contract Documents.  The name, address, and license number of the bidder shall be plainly marked on the outside of the envelope.

Each bid must be accompanied by a certified check payable to the City of Sanford, North Carolina, in an amount equal to at least five (5) percent of his total aggregate bid.  In lieu of a certified check, the bidder may submit a legal bid bond in the amount of five (5) percent of his total aggregate bid.

Each bidder must be appropriately licensed Contractor in the State of North Carolina provided in General Statute Chapter 87.

The Owner reserves the right to reject any and all Bids, to waive informalities, or to reject non-conforming, non-responsive, or conditional bids. The Owner reserves the right to award a contract to the lowest, responsive, responsible bidder or bidders, taking into consideration quality, performance and time.
