Dutch Buffalo Dam Repairs

DATE:  April 8, 2021

Sealed Bids will be received by the Town of Mt. Pleasant (OWNER), at the Mt. Pleasant Town Hall at 8590 Park Drive, Mt. Pleasant, North Carolina, 28124 until 2:00 PM, local time, April 20, 2021 for Dutch Buffalo Dam Repairs.

At said place and time, and promptly thereafter, all Bids that have been duly received will be publicly opened and read aloud.

The proposed Work is generally described as follows:

Dutch Buffalo Dam Repairs – This project is for construction of repairs to the dam associated with damage that occurred during Hurricane Florence.  The repairs include abandonment of an existing drain system, installation of a temporary stream bypass, construction of a new drain system, repair of scour areas adjacent to the dam abutment, sediment removal from the reservoir, concrete repair to the dam, and installation of a sealant to reduce leakage on Dutch Buffalo Creek in Mt. Pleasant, NC.

Female and minority firms are encouraged to submit bids for this project.

Bidders are advised that the Town of Mt. Pleasant has established a goal of 10 percent (10%) minority business enterprises participation as mandated by GS 143-128.2 and the Town of Mt. Pleasant Purchasing & Contracting Policy and Procedure Guide.  The bidder shall identify in the bid documents the minority business participation it will use on the project.  Forms are included in the bid documents for this purpose. 

Plans and Bid Documents are on file for examination at the office of Alley, Williams, Carmen & King, Inc., 120 South Main Street, Kannapolis, NC 28081. Bid Documents and Construction Drawings may be obtained from Alley, Williams, Carmen & King, Inc. upon receipt of $50.00 Non-Refundable Plan/Bid Document Fee.

 One complete original project manual obtained directly from Alley, Williams, Carmen & King must be submitted as the contractor’s bid.  Bid documents printed from online sources or photocopied cannot be used for bidding.  Bids will only be accepted from bidders listed on the Engineer’s Record of Plan Holders at the time of the bid opening.  Copies of the Bidding Documents have also been provided, for review purposes only, to Carolinas AGC/IBuild for listing on their website www.isqft.com and to Dodge Construction for their website www.construction.com .

Contractors must be licensed contractors with either “Building” or “Highway” or “Unclassified” license in the State of North Carolina, prior to being awarded this contract.

An optional pre-bid meeting will be held at 2:00 PM local time, April 12, 2021 at the project site at 9470 Meadowood Road, Mt. Pleasant NC.

Bids will be received on a unit price basis.

Bid security in an amount of 5% of the Bidder’s maximum Bid must accompany each Bid.

The Successful Bidder will be required to furnish a Construction Performance Bond and a Construction Payment Bond as security for the faithful performance and the payment of all bills and obligations arising from the performance of the Contract.

Contractor and all Subcontractors will be required to conform to the labor standards employment requirements set forth in the Contract Documents.

This project is being funded in whole or in part by grant funds from the Federal Emergency Management Agency (FEMA), and funding is contingent upon compliance with all terms and conditions of the funding award.  Contractor will be required to comply with all applicable federal laws, regulations, executive orders, FEMA requirements, and terms and conditions of the funding award.

North Carolina Department of Transportation Standard Specifications for Roads and Structures, dated January 2018, by reference, shall be used on this project.

Owner reserves the right to reject any or all Bids if there is sound documented reason, including without limitation the rights to reject any or all nonconforming, non-responsive, unbalanced, or conditional Bids, and will award to lowest responsible Bidder taking into consideration quality, performance, and time specified in Bid Form for performance of Work.  Owner also reserves the right to waive informalities.

If the Contract is to be awarded, Owner will give the Successful Bidder a Notice of Award within the number of days set forth in the Bid Form for acceptance of the Bid.
