LINDEN AVENUE REHABILITATION
CITY OF SANFORD, NORTH CAROLINA
Separate sealed bids for the FY 2019 CDBG Linden Avenue Rehabilitation Project will be received at the office of the City Engineer at Sanford City Hall, located at 225 East Weatherspoon Street, P.O. Box 3729, Sanford, North Carolina 27331-3729, until December 17, 2020 at 10:00 a.m. local time. Bids received after this time will not be accepted. The bid opening will occur at the Public Works Service Center, located at 601 North Fifth Street, Sanford, North Carolina, 27730. The bidder shall show evidence of appropriate contractor’s license by clearly displaying his or her current license number on the outside of the sealed envelope in which the bid is delivered.
The project includes the construction of approximately 850 linear feet concrete sidewalk and curb and gutter, together with driveways, pavement widening, storm drainage, and related appurtenances along Linden Avenue.
A Pre-Bid Conference will be held on December 3, 2020 at 10:00 a.m. local time at the Public Works Service Center, located at 601 North Fifth Street, Sanford, North Carolina. Interested parties are encouraged to attend this conference to review the plans, ask for additional information or clarification, and to visit the project site.
In order to comply with the current North Carolina gathering size limits, the number of Pre-Bid Conference and Bid Opening attendees will be limited to one per interested party, until the current maximum is reached. The City is also providing a virtual option (in addition to the in-person option) for the Pre-Bid Conference and Bid Opening.

You will be provided with the information to join the meeting at that time.

You will be provided with the information to join the meeting at that time.

Each bid shall be accompanied with a cash deposit or certified check drawn on a bank or trust company insured by the FDIC or a Bid Bond prepared on the form of Bid Bond contained in the Bidding Documents or a Surety Company’s standard form and properly executed by a corporate surety licensed under the laws of North Carolina to execute such bonds. The amount of the bid bond shall be equal to five (5) percent of the total of the bid. The bid deposit shall be retained by the Owner if the successful bidder fails to execute the contract or fails to provide the required bonds, as stated above, within ten (10) days after the proper notice of award of the contract.
Bidders must comply with the requirements of the State of North Carolina and be appropriately licensed as a Contractor as provided in General Statutes Chapter 87.
Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including any Addenda, obtained from any source other than QuestCDN. Each Bidder shall be responsible for the review of all addenda for the project and shall acknowledge the addenda on the bid form.
The Owner reserves the right to reject any and all Bids, to waive informalities, or to reject non-conforming, non-responsive, or conditional bids. The Owner reserves the right to award a contract to the lowest, responsive, responsible bidder or bidders, taking into consideration quality, performance and time.

This project is a portion of the Community Development Block Grant (CDBG) Neighborhood Revitalization Program that is financed with approx. $325K of CDBG funds from the 2017 funding year.
