GOLDENLEAF PROJECT NO. FY2021-006

Sealed Bids for the construction of the Medical District Drainage Improvements will be received by the City of Washington, in the Council Chambers in the Municipal Building located at 102 East Second Street, Washington, North Carolina 27889, until 2:00 PM local time on Thursday, July 14, 2022, at which time the Bids received will be publicly opened and read. The Project consists of constructing stormwater drainage utilities including various size precast concrete box culverts, 15” to 36” reinforced concrete pipe, removing existing stormwater piping and drainage structures, and construction of cast-in-place oversized junction boxes. The project will also require relocation/ rerouting of water and sewer utilities and grading and roadway work.
Bids must be submitted on the complete project. Bids must be enclosed in a sealed envelope, addressed to the City of Washington, 102 E. Second Street, P.O. Box 1988, Washington, North Carolina 27889 and the outside of the envelope must be marked “Bid for Medical District Drainage Improvements”. All bids must be made on blank forms provided and included in the bound document. The name, address, and license number with limitation and classification of the Bidder must be plainly marked thereon.
Contractors are notified that North Carolina G.S. 87 relating to licensing of contractors will be observed in receiving bids and awarding contracts.
The Issuing Office for the Bidding Documents is Rivers & Associates, Inc. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 AM – 5:00 PM local time, and may obtain copies of the Bidding Documents from the Issuing Office as described below.
Bidding Documents also may be examined at ConstructConnect Plan Room online at www.constructconnect.com and at the office of the Public Works Director, City of Washington, 102 E. Second Street, 2nd Floor, Washington, North Carolina 27889.
Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a deposit of $125.00 for each set. Bona fide bidders who return full sets of the Bidding Documents in good condition (suitable for re-use) within 10 days after receipt of Bids will receive a full refund. An additional electronic (.pdf) version of plans and specifications may be purchased for an additional $35.00 non-refundable fee. Checks for Bidding Documents shall be payable to “Rivers & Associates, Inc.”. Upon request and receipt of the document deposit indicated above, the Issuing Office will transmit the Bidding Documents. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
A non-mandatory pre-bid conference will be held at 2:00 PM local time on Thursday, June 30, 2022, at the City of Washington Municipal Building located at 102 E. Second Street, Washington NC 27889. Attendance at the pre-bid conference is highly encouraged but is not mandatory. In accordance with the Minority Participation Goals, potential prime Contractor(s), should attend the Pre-Bid Conference.
Bid security shall be furnished in accordance with the Instructions to Bidders.
