NOTICE OF REQUEST FOR PROPOSALS

The Piedmont Triad Airport Authority will receive proposals until 3 pm ET, on Tuesday, May 18, 2021 in response to its Request for Proposals (RFP) for the Multi-Space Parking Meter (“MSM”), Mobile License Plate Recognition (“MLPR”), and Citation Management System (“CMS”).  Proposals received after that date and time will not be accepted.  Following submission, proposals will be evaluated by the Authority to determine the best overall proposal in accordance with the evaluation criteria in the RFP.

The project may generally be described as the furnishing and installation of a fully integrated on-line, real-time parking payment and enforcement system for use in the short-term parking lot at the Piedmont Triad International Airport (the “Airport”).

Proposers must submit one original and four hard copies of their proposals, plus one electronic copy on removable USB Drive in a sealed envelope, addressed to:

Proposers should also send a complete electronic version of their Proposals, by the above-stated date and time, marked as high importance with a read receipt requested to Geoffrey Posluszny, Walker Consultants at GPosluszny@WalkerConsultants.com .

Complete electronic proposal shall be in .PDF format with Price Form also provided in Excel ®.

A mandatory Pre-Proposal Conference will be held to discuss the project in the Stanley Frank Boardroom at the Airport on Wednesday, April 21, 2021 at 10:00 AM ET.  The Authority reserves the right to disqualify any proposer that does not have an officer or representative present at the PreProposal Conference.  Proposers should communicate their intention to attend the Pre-Proposal Conference via email by 3 pm ET on Monday, April 19, 2021 to Geoffrey Posluszny.

The complete RFP with Instructions to Proposers, Proposal Form and the Project Specifications may be obtained at the Authority’s website (www.flyfrompti.com) under “Airport Operations, RFP, RFQ and Bid Docs.”  Hard copies of the RFP will also be available and may be examined at the following locations between the hours of 9:00 AM and 4:00 PM, Monday through Friday:

All questions about the meaning or intent of the RFP should be submitted via email marked as high importance and with a read receipt requested no later than 3 PM ET on Friday, April 23, 2021 to Geoffrey Posluszny, Walker Consultants, at his email address set forth above.

The Piedmont Triad Airport Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all Proposers that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit Proposals in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The Piedmont Triad Airport Authority reserves the right to waive any informalities or irregularities in or to reject any or all Proposals and to award or refrain from awarding a contract for the project, whichever the Authority deems to be in its best interest.
