RE-ADVERTISEMENT FOR BIDS

MIDWAY TOWN
PARK PICNIC
SHELTER AND GAZEBO 

Three bids were not received on December 7, 2021, as required by North Carolina General Statute 143-132 (a), which requires a minimum of three competitive bids be received for formal construction and repair contracts. Should fewer than the required three bids be offered as required by N.C.G.S. 143-129, the project may be re-advertised.

Therefore, pursuant to N.C.G.S. 143-129, sealed proposals for the construction of a Town Park Picnic Shelter and Gazebo will now be received until 3:00 PM on or before Tuesday, February 1, 2022, at the Town of Midway Town Hall, 426 Gumtree Road, Winston-Salem, NC 27107 at which time they will be publicly opened and read aloud. Three bids will not be required at this second offering. Any bids received after the time and date specified will not be considered.

Bids shall be submitted in sealed envelopes with the following noted on the envelopes; Bid Proposal: Attention:  Tammy Michael, Town Manager, Town of Midway, 426 Gumtree Road, Winston-Salem, NC 27107, Contractor Name, Contractor License Number.

Complete plans and specifications with any addenda, corrections, or other revisions for this project can be obtained electronically via Dropbox by contacting the offices of Metropolis Architecture, PLLC, 301 N. Main Street – Suite 1204, Winston-Salem, NC 27101 between the hours of 9:00 AM and 4:00 PM. Contractors will be responsible for all printing and/or shipping of bid documents. 

A mandatory Pre-Bid Meeting will be held at the Town of Midway Town Hall for all Bidders at 2:00 p.m., on Tuesday, January 11, 2022. This meeting is to allow Bidders an opportunity to present questions, obtain clarifications and inspect the project site.

All questions shall be submitted in writing via email to Marty Marion at [email protected] The last day to submit questions will be 12:00 noon on Tuesday, January 25, 2022. Questions received after this time and date may not be answered. If the Architect deems the question(s) to significantly affect the bidding of the project, an addendum will be issued. Phone calls are strongly discouraged. It is the Bidders/Contractors responsibility to verify the Architect has received all email questions.

Each bid shall be accompanied by a certified check on a bank that is a member of the Federal Deposit Insurance Corporation (FDIC,) and payable to the Town of Midway, or a Bidder’s Bond from a corporate surety licensed in North Carolina, and in an amount of five percent (5%) of the total bid price.

A Performance and Payment Bond will be required in the bid along with all required contractor licensing and insurance certifications.

Each contractor submitting a bid for the project, when requested, shall produce evidence of experience in constructing a project of similar size and nature. Contractors unable to produce this evidence may be rejected, even if they are the lowest bid submitted.

The Town of Midway reserves the right to increase or diminish the quantities or items given the in the Bid and to award contracts which appear to be in the best interest of the Town of Midway.

No bid may be withdrawn after the scheduled closing time for receipt of Bids for a period of ninety (90) days. The Town of Midway reserves the right to retain the Bids submitted.

Bidders will be required to comply with all applicable statutes, regulations, etc., and those attached to and made a part of the bid.

The Town of Midway encourages the participation of minority, women owned, and historically underutilized business enterprises.

The Town of Midway, North Carolina reserves the right to reject any and/or all proposals.
