Runway and Taxiway Crack Sealing Project

The Piedmont Triad Airport Authority will receive Bids for its Runway and Taxiway Crack Sealing Project at the Airport Authority Board Room located at 1000A Ted Johnson Parkway, Greensboro, NC  27409, until Friday, August 20th, 2021, at 2:00 PM, at which time and place all Bids received will be opened. Bids received after 2:00 PM on Friday, August 20th, 2021, will not be considered.

Due to social distancing requirements, only one representative per company will be permitted to attend the bid opening in person. Interested attendees are strongly advised to attend virtually via a link that is available via request to the email address listed below. Anyone wishing to attend in person must wear a mask and adhere to social distancing requirements. Virtual attendance is strictly for attendance for the bid opening and will not be accepted as a method for submission of bids. All bids must be submitted as described above. Requests for attendance must be sent to [email protected] by 5:00 PM on Wednesday, August 18th, 2021. 

The work may be generally described as, but is not limited to, the repair of cracks along Runway 5L-23R as well as Taxiways D, E, and H and the adjoining runway and taxiway shoulders.

Bid Security equal to 5% of the total of the Base Bid and Bid Additives is required in the form of a cash deposit or a Bid Bond. Contract Security in the form of 100% Performance and Payment Bonds will be required.

No Bid may be withdrawn after closing time for the receipt of Bids for a period of one hundred twenty (120) consecutive calendar days.

A non-mandatory Pre-Bid Meeting will be held in the Stanley Frank Board Room at the Piedmont Triad International Airport on Friday, August 6th, 2021, at 10:00 AM.  Meeting login information is available via email to the address listed below. The purpose of this meeting will be to familiarize the prospective bidders with the proposed project. The meeting will cover contract scope, bid items, schedule requirements, and any questions from those in attendance. A site visit will also be conducted after the meeting.

Bidding documents will be available after 12:00 PM on Wednesday, July 28th, 2021, and may be purchased digitally, on a thumb drive or on a CD upon payment of a fee of $20.00, which covers processing and is non-refundable. Make checks payable to Parrish and Partners, LLC, and mail to the address below. Bidding and Contract Documents may be examined and purchased from 9:00 AM to 4:00 PM beginning on Wednesday, July 28th, 2021, and continuing through Thursday, August 19th, 2021, at the following location:

Questions related to the Contract Documents must be submitted in writing to the Engineer no later than 5:00 PM on August 13th, 2021.

Each Bidder must be properly licensed for all aspects of the work under Chapter 87, General Statutes of North Carolina (G.S. 87-15).

Prior to submitting a bid, each Bidder must be properly pre-qualified as a prime or POC bidder through the North Carolina Department of Transportation for the work that the bidder intends to perform.

Each Bidder shall certify, in its proposal, that neither it nor its principals is presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction by any Federal department or agency or the State of North Carolina.

The MBE and WBE goals for this project are 5% MBE participation and 5% WBE participation or 10% for MBE and WBE participation combined.

Certain mandatory state and federal requirements apply to this solicitation, and will be made a part of any contract that is awarded, as specified in the Project Manual.

The Piedmont Triad Airport Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration of an award.

The Piedmont Triad Airport Authority reserves the right to waive any informalities or irregularities in or to reject any or all Bids and to award or refrain from awarding the Contract for the work, whichever the Authority deems to be in its best interest.
