REQUEST FOR QUALIFICATIONS
DESIGN-BUILD
SANFORD AGRICULTURAL CENTER AND FARMER’S MARKET

The City of Sanford (City) is seeking interested firms to submit a Statement of Qualifications (SOQ) to provide progressive design-build services for the Sanford Agricultural Center and Farmer’s Market. This solicitation shall be awarded consistent with North Carolina General Statute 143-128.1A for design-build and all applicable federal, state and local laws. All SOQs must be submitted pursuant to the instructions contained within the Request for Qualifications (RFQ). It is the Respondent’s sole responsibility to ensure that the SOQ is delivered in the manner required by the Request for Qualifications (RFQ) no later than 10:00 AM on May 13, 2021.  The City has the right to reject any SOQs not properly delivered.  The envelope must be sealed and clearly state that the enclosed submittal is for the:  Sanford Agricultural Center and Farmer’s Market.  This project will require the design and construction of the Center, Market and ancillary facilities located on or near 157 Charlotte Avenue at the corner of First Street.

This project shall be completed by June 30, 2022. The anticipated budget for the scope of work (engineering and construction) is $500,000.  A pre-proposal meeting will be held in the West End Conference Room located at 225 E. Weatherspoon Street, Sanford, NC 27330 at 10:00 AM on April 27, 2021.

All firms shall make a good faith effort to ensure that, whenever possible, subcontracts are awarded to historically underutilized and M/WBE businesses in accordance with (NC GS 143-128.2 and 128.4) and recruit and select small business entities.  There will be a goal of 10% for participation by minority businesses.   Other pertinent information, including selection criteria may be found in the RFQ.
