 Sealed Bids for the construction of the USDA Water System Improvements, Contract No. 3 – Elevated Storage Tank will be received by Jones County at the Commissioner’s Board Room, 110 Market Street, Trenton, NC 28585 until 2:00 PM local time on November 20, 2019, at which time the Bids received will be publicly opened and read.

Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form.

This issuing Office for the Bidding Documents is: McDavid Associates, Inc., 109 East Walnut Street, P.O. Box 1776, Goldsboro, NC 27533-1776. The Issuing Office contact person is the Project Engineer, David E. Gurley, III, whose telephone number is (919) 736-7630. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. and 5:00 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon a non-refundable payment of $150.00 for each set. Checks for Bidding Documents shall be payable to “McDavid Associates, Inc.”. Upon request and receipt of the non-refundable payment indicated above, the Issuing Office will transmit the Bidding Documents via delivery service. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

The Owner reserves the right to reject any and all Bids.

Bidder shall be properly licensed under Chapter 87, General Statutes of North Carolina.

Small, minority, women’s, and disadvantaged businesses and labor surplus area firms are encouraged to submit Bids.

This Project is subject to the good faith efforts and goals for participation by minority businesses required by G.S. 143-128.2.  The Owner has adopted a verifiable ten percent (10%) goal for participation by minority businesses in the total value of the Work.

Bidders shall, within the time frames specified in the Bid documents, submit all required affidavits and documentation demonstrating that the Bidder made the required good faith effort in compliance with G.S. 143-128.2.  Failure to file all required affidavits and documentation within the required time frames is grounds for rejection of the Bid.

Prospective Bidders who have been found guilty of discrimination within the last two (2) years are debarred from bidding.

A pre-bid conference will not be held.

Bid security shall be furnished in accordance with the instructions to Bidders.
