Video Management System Upgrade Project

The Piedmont Triad Airport Authority (the “Authority”) will receive proposals until 4:00 p.m., on Friday, March 8, 2019, in response to its Request for Proposals (“RFP”) for its Video Management System Upgrade Project. Proposals received after that date and time will not be accepted.  Following their submission, proposals will be evaluated by the Authority to determine the best overall proposal in accordance with the evaluation criteria in the RFP.

The work may be generally described as replacement and upgrade to an analog closed-circuit television system at the Piedmont Triad International Airport (GSO). The work items shall include, but not be limited to, replacement and consolidation of current systems into one video management system, supplying and installing IP-based cameras to replace existing video cameras, and integration of the new system with the Authority’s existing access control system.

Proposers must submit an original and four hard copies of their proposals, in a sealed envelope, addressed to:

Each Proposer must also submit an electronic version of its proposal, by the above-stated time and date, to Protus3, the Authority’s Security Consultant, at [email protected].

The contract documents contain Sensitive Security Information (SSI). Prior to obtaining copies of the contract documents, Proposers must first execute a Protective Agreement for Sensitive Security Information (the “Protective Agreement”). A copy of the form for the Protective Agreement may be downloaded from the Authority’s website by clicking on “RFP, RFQ Bid Documents” under Airport Operations or by requesting the form from Protus3 at [email protected].  Proposers should complete and sign the form and return it to the Authority’s Security Consultant at the same email address.  The contract documents will then be emailed to the Proposer.  Alternatively, Proposers can execute the Protective Agreement and obtain a copy of the contract documents between the hours of 9:00 a.m. and 4:00 p.m., Monday through Friday by visiting the offices of the Security Consultant or the Authority at the following addresses:

A mandatory pre-proposal conference will be held in the Stanley Frank Board Room located in the upper level terminal at the Piedmont Triad International Airport on Tuesday, February 19, 2019 at 2:00 p.m. The purpose of this meeting will be to familiarize the prospective proposers with the project.  The meeting will cover contract scope, security badging requirements, bid items, schedule requirements and any questions from those in attendance.  A representative of the Authority and the Authority Security Consultant will be present to respond to questions from potential proposers. Proposers must sign the Protective Agreement before attending the conference.  Proposers which do not have an official or representative present at the conference will be disqualified from submitting a proposal.

Questions relating to the project and contract documents must be submitted in writing to the Security Consultant at [email protected] no later than 5:00 p.m. on Tuesday, February 26, 2019.

Each Proposer shall certify, by submission of a proposal, that neither it nor its principals is presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction by any Federal department or agency or the State of North Carolina.

The Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all Proposers that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The Authority reserves the right to waive any informalities or irregularities in or to reject any or all proposals and to award or refrain from awarding the contract for the work, whichever it deems to be in its best interest.
