Waverly F. Akins Office Building and Wake County Courthouse Emergency Power Replacement

Sealed proposals will be received by County of Wake in the Procurement Services, Wake County Justice Center, 301 S. McDowell Street, Suite 2900, Raleigh, NC 27601 for providing labor, material and equipment entering into Single Electrical Prime Contract for the Waverly F. Akins Office Building and Wake County Courthouse Emergency Power Replacement (RFP/Bid No. 19-067).

Sealed Single Prime bids will be received until 2:00 p.m. on October 8, 2019.

All bids will be publicly opened and read starting at 2:00 p.m.

The general scope is as follows: 

  1.   Provide one 600kW, 480V generator to replace two existing generators in the Wake County Courthouse.
  2.   Provide two 300kW, 480V generators to replace two existing generators in the Waverly F Akins Office Building.
  3.   Provide automatic transfer switches (ATS), panels, and transformers in the Waverly F Akins Office Building to feed       existing loads.
  4.  Provide architectural and mechanical works associated with above electrical work.

A Mandatory Pre-bid Conference will be held on the 11th Floor of the Waverly F. Akins Office Building located at 336 S. Fayetteville Street, Raleigh, NC at 10:30 a.m. local prevailing time, on September 17, 2019All Contractors are to be present.

In accordance with NCGS §133-3, specifications may list one or more preferred brands as an alternate to the base bid in limited circumstances. Specifications containing a preferred brand alternate under this section must identify the performance standards that support the preference. Performance standards for the preference must be approved in advance by the Owner in an open meeting. Any alternate approved by the Owner shall be approved only where (i) the preferred alternate will provide cost savings, maintain or improve the functioning of any process or system affected by the preferred item or items, or both, and (ii) a justification identifying these criteria is made available in writing to the public.

The following preferred brand alternate is being considered for this project:

  1. Alternate No. 1: Use diesel generator as manufactured by Caterpillar.

Justification of any approvals will be made available to the public at the meeting.

Wake County provides minorities and women equal opportunity to participate in all aspects of its construction program consistent with NCGS §143-8.  Bidders shall comply with the requirements of the Wake County Minority Business Enterprise Program, as outlined in Section 00900.

No bid may be withdrawn for sixty (60) days after the scheduled closing time for bids.

Wake County reserves the right to reject any or all bids and to waive informalities and irregularities.
