Sealed bids will be received by the Guilford County School System until 3:00 PM, Thursday, March 19, 2020 at 501 W. Washington Street, Greensboro, NC 27401, Room 100, and immediately thereafter publicly opened and read aloud, to furnish all materials and labor for the Western Guilford High School CTE Renovation project. Upon arrival, please check-in at the front information desk for room location and sign-in. Please allow sufficient time for this, as late bids will not be accepted.

 Plans, specifications, and contract documents will be available to view during business hours from February 20, 2020, until bids are opened, at the following locations: office of LS3P Associates Ltd. 227 W. Trade Street, Suite 700, Charlotte, NC 28202; 704-333-6686. Bidding documents, consisting of drawings, specifications, instructions, and forms, may be obtained on Feb. 20, 2020.  Bid documents will only be issued electronically, at no cost to Bidders. Electronic copies of the documents (.pdf format) are available online at http://infoexchange.ls3p.com . Hard copies  are produced at the bidders own discretion and cost.

Questions regarding the contract documents should be directed, in writing, by email to [email protected] ; or by fax to 704.333.2926. Deadline for questions will be 5 PM on March 11, 2020. Responses will be issued by Addenda to all vendors who requested or downloaded the bid documents no later than 5PM on March 13, 2020.

A brief, non-all-inclusive description of work in the project follows: Provide fire protection sprinkler system throughout the old (1977) and recent (2001) portion of Vocational Building and replace old exit devices and rekey selective exterior doors. Old building modifications will include removing a portion of wall between Rooms 307/308/309. Also replacing the old building restroom floor, lights painting exterior of roll-up door in Room 309 and 306 and making sure roll-up door in 306 is operational. Additional old building renovations will include; designing and replacing the outside façade roofing panels, replacing all windows, upgrading existing mechanical units on roofs and in classrooms, replacing all lights in classroom spaces with LED lights, replacing floor tile in main corridor and in five (5) classrooms and replacing ceiling tiles in selective areas/classrooms. Replace the gravel drive at the rear of the building with a heavy-duty paved drive.

A Mandatory pre-bid conference will be held at the site at 3:30 PM, Thursday, February 27, 2020. Attendees should meet at the Main Office. Attendance at this conference is required for all bidders to examine the existing conditions and to discuss particular details of the project. Bidders must be properly licensed for the work in accordance with Section 87 of the North Carolina General Statutes.

A 5% Bid Bond and 100% Performance and Labor and Material Payment Bond is required for this project. No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of 60 days.

E-Verify Requirements: This project requires the awarded vendor to comply with the requirements of E-Verify. (U.S. law requiring companies to employ only individuals who may legally work in the United States – either U.S. citizens, or foreign citizens who have the necessary authorization.)

Minority businesses are encouraged to submit bids for this project. The appropriate forms from the section entitled “Participation by Women and Minority Owned Businesses” must be submitted with each bid to show good faith efforts to obtain Minority and Women Owned Business Enterprise participation.

The Guilford County Board of Education awards public contracts without regard to race, religion, color, creed, national origin, sex, age or handicapped condition as defined by North Carolina General Statutes, Section 168A-3.

The Board reserves the right to reject any or all bids presented and to waive any informalities and irregularities.
