RECEIPT OF PROPOSALS – Various bidders for the following projects are interested in receiving proposals from your firm for subcontracting. 

Contract 1 – Water Tank Replacement
Sealed bids for the furnishing of labor, materials, tools, and equipment for the following:  The installation of a new 150,000 gallon elevated water storage tank and all related piping, valves, and appurtenances as described in the Project Specifications.

The Ocracoke Sanitary District will receive all Bids, in the Office of the Ocracoke Sanitary District located at 159 Water Plant Rd., Ocracoke, North Carolina 27960, on or before, but no later than 1:00 PM, local time, on 24 September 2024.  Immediately thereafter, all bids received will be publicly opened and read aloud.

Contract 2 – Hydrant Replacement
Sealed bids for the furnishing of all labor, materials, tools, and equipment for the following:  Replace ±49 fire hydrants and ±17 flushing hydrants in the Ocracoke Sanitary District, including all necessary valves, fittings, and other appurtenances as described in the Project Specifications.

The Ocracoke Sanitary District will receive all Bids, in the Office of the Ocracoke Sanitary District located at 159 Water Plant Rd., Ocracoke, North Carolina 27960, on or before, but no later than 10:00 AM, local time, on 24 September 2024.  Immediately thereafter, all bids received will be publicly opened and read aloud.

NON-MANDATORY PRE-BID CONFERENCES – A non-mandatory Pre-bid Conference for prospective bidders will be held at 1:00 PM for Contract 1 (Water Tank Replacement) and at 10:00 AM for Contract 2 (Fire Hydrant Replacement), local time on 10 September 2024 in the Office of the Ocracoke Sanitary District, 159 Water Plant Rd, Ocracoke, NC 27960.  While not mandatory, all prospective bidders and subcontractors are strongly encouraged to attend either onsite or by telepresence as follows:

  • the Issuing Office on Mondays through Fridays between the hours of 8:00 AM to 5:00 PM,
  • Office of the Ocracoke Sanitary District, 159 Water Plant Rd, Ocracoke, NC 27960, and
  • online at Construct Connect and Dodge Data Analytics.

Printed copies of the Bidding Documents may be obtained from the Issuing Office.  No bids for the Prime Contract will be accepted from prospective bidders who did not obtain a complete set of plans and specifications (printed or electronic) from the Issuing Office. Proposals for subcontracting are not subject to this restriction.

Prospective Bidders, prospective subcontractors, and Plan Rooms shall not contact the Owner Directly.  All questions regarding this Project shall be addressed to the ENGINEER in writing. 

Inquire about subcontracting opportunities to the parties identified in the “List of Plan Holders” document posted with the Plans and Specifications.

AWARD OF CONTRACT –The Owner will award a contract to the lowest responsive, responsible Bidder in accordance with the General Statutes of North Carolina, Article 8, Chapter 143-129.  The Owner reserves the right to reject all Proposals of Bidders.  The Owner further reserves the right to reject the Proposal of any Bidder submitting a proposal that is not responsive to the bid document or the Proposal of and Bidder, which is found not responsible for carrying out the scope and intent of the bid document.

The Owner reserves the right to reject any Proposal for failure to comply with all requirements of this notice or the Contract Document; however, the Owner may waive any minor defects or informalities at their discretion.  The Owner further reserves the right to reject any and all Proposals or award the contract in their best interest.
