The Right of First Refusal (RoFR) is a groundbreaking policy proposal urging African governments to grant diaspora entrepreneurs priority access to public contracts and national development projects. Rooted in economic justice and Pan-African solidarity, this initiative aims to reverse centuries of exclusion by positioning diasporans as core partners in Africa’s future.

To establish legal and institutional frameworks across African nations that ensure Black-owned, diaspora-led businesses are offered the first opportunity to bid on and deliver government projects—before contracts are extended to foreign corporations with no cultural or ancestral ties to the continent.

• Institutional Access: Influence national procurement laws to include a diaspora-first clause.
• Capacity Building: Equip diaspora businesses with tools, partners, and training to fulfill large-scale contracts.
• Policy Advocacy: Collaborate with AU agencies, heads of state, and ministries to formally adopt the RoFR framework.
• Youth Engagement: Encourage Africa’s next generation of business and tech leaders to collaborate with diaspora mentors and innovators.
• Economic Rebalancing: Redirect billions in contracts and development dollars to Pan-African-owned enterprises.
