The Right of First Refusal (RoFR) is a groundbreaking policy proposal urging African governments to grant diaspora entrepreneurs priority access to public contracts and national development projects. Rooted in economic justice and Pan-African solidarity, this initiative aims to reverse centuries of exclusion by positioning diasporans as core partners in Africa’s future.
🧭 The Mission
To establish legal and institutional frameworks across African nations that ensure Black-owned, diaspora-led businesses are offered the first opportunity to bid on and deliver government projects—before contracts are extended to foreign corporations with no cultural or ancestral ties to the continent.

- Institutional Access: Influence national procurement laws to include a diaspora-first clause.
- Capacity Building: Equip diaspora businesses with tools, partners, and training to fulfill large-scale contracts.
- Policy Advocacy: Collaborate with AU agencies, heads of state, and ministries to formally adopt the RoFR framework.
- Youth Engagement: Encourage Africa’s next generation of business and tech leaders to collaborate with diaspora mentors and innovators.
- Economic Rebalancing: Redirect billions in contracts and development dollars to Pan-African-owned enterprises.
