The Vision

The Right of First Refusal (RoFR) is a transformative policy proposal urging African governments to grant diaspora entrepreneurs priority access to public contracts. It seeks to reverse historical economic exclusion and empower Black-led businesses in Africa’s future.

The Mission

Establish legal frameworks that guarantee Black-owned diaspora businesses the first opportunity to lead development projects before foreign firms are considered.


Committee for Diaspora Economic Inclusion (CDEI)

Executive Committee

  • Chairperson: Oversees strategic direction and partnerships
  • Vice Chairperson: Supports initiatives and operations
  • Secretary: Manages records and internal coordination
  • Treasurer: Oversees funding, budgeting, and reports
  • Liaison to ADDI: Ensures alignment with ADDI goals

Subcommittees

  • Policy & Government Engagement: Advocate legislation, coordinate with African Union
  • Business Readiness & Certification: Certify diaspora enterprises, maintain vetted registry
  • Legal & Compliance: Adapt procurement law, ensure contract compliance
  • Talent & Capacity Building: Partner with platforms like Remoting.Work
  • Youth & Innovation Engagement: Student competitions, mentorship programs
  • Communications & Media: Campaign strategy, social media, press outreach

Advisory Board

Composed of leaders in trade, finance, law, and Pan-African strategy to guide and amplify the initiative.

Working Groups

Optional groups by country or sector (e.g., RoFR Ghana, RoFR Tech) to tailor strategies locally.
