NOTICE TO BIDDERS
Sealed proposals will be received by Bobby Sweat of the North Carolina State Ports Authority in Room 100A of the North Carolina Maritime Building, 2202 Burnett Blvd., Wilmington, NC, 28401, phone no. (910) 251-5674, up to 3:00 pm, Thursday, January 9, 2024, and will immediately thereafter be publicly opened and read, for the furnishing of labor, material, and equipment entering into the construction of MHC RAIL IMPROVEMENTS 2024, North Carolina State Ports Authority, Morehead City, NC. The NCSPA Contract No.is C-1776.
Bids will be received for Single prime construction contract. All proposals shall be lump sum. Bidders should clearly indicate on the outside of the bid envelope “BID PROPOSAL FOR MHC RAIL IMPROVEMENTS 2024”, their North Carolina General Contractor’s License Number, and that the bid is for “Single Prime Bid”.
An open pre-bid meeting will be held for all interested bidders and vendors on Tuesday, December 17, 2024, at 10:00 AM in the Morehead City Terminal Conference Room, 113 Arendell Street, Morehead City, NC. Attendance at the Pre-Bid meeting is not mandatory; however, all Bidders are encouraged to attend this conference and/or visit the site to better acquaint themselves with site conditions and job requirements.
In accordance with General Statute GS 133-3, specifications may list one or more preferred brands as an alternate to the base bid in limited circumstances. Specifications containing a preferred brand alternate under this section must identify the performance standards that support the preference. Performance standards for the preference must be approved in advance by the owner in an open meeting. Any alternate approved by the owner shall be approved only where (i) the preferred alternate will provide cost savings, maintain or improve the functioning of any process or system affected by the preferred item or items, or both, and (ii) a justification identifying these criteria is made available in writing to the public.
Justification of any approvals will be made available to the public in writing no later than 7 days prior to bid date. The meeting will also address project specific questions, issues, and bidding procedures.
Electronic plan sets may be obtained from Designer. When requesting documents provide contact name, name of company, mailing address, email, and phone number where you can be reached.
All contractors are hereby notified that they must have proper license as required under the state laws governing their respective trades.
NOTE: The bidder shall identify on its bid proposal the minority business participation it will use on the project (Identification of Minority Business Participation) form and shall include either Affidavit A or Affidavit B as applicable. Forms and instructions are included within the Proposal Form in the bid documents. Failure to complete these forms is grounds for rejection of the bid. (GS143-128.2c Effective 1/1/2002.)
