REQUEST FOR PROPOSALS (RFP) 

CONSULTING SERVICES FOR 2025 CONSOLIDATED PLAN

The City of Gastonia (“the City”) is soliciting proposals for consulting services from individuals or firms with expertise and understanding of the U.S. Department of Housing and Urban Development (HUD) as it relates to the Community Development Block Program (CDBG) and the HOME Investment Partnerships Program (HOME) for the development of a Consolidated Plan (Con Plan) as required by HUD.  The City receives an annual CDBG allocation directly from HUD.  The proposal will highlight the consultant’s capability to develop a five-year Consolidated Plan that will establish goals and strategies for housing and community development in the City of Gastonia for 2025-2029.

Previous versions of the Consolidated Plan, Analysis of Impediments, and Affordable Housing Plan can be found by visiting the Community Development page of the Housing and Community Engagement Department at gastonianc.gov .

The target start date and term for the proposed services is Monday, September 9, 2024,  subject to negotiation of a final agreement.

Proposal submissions are due Monday, July 29, 2024, by 4 pm and should be submitted to:  Danette Dye, Director of Housing and Community Engagement, PO Box 1748, 150 S. York Street, Gastonia, NC 28052.  Submissions received after the deadline will not be accepted.  The City of Gastonia reserves the right to reject any and all proposals.
