NOTICE TO BIDDERS

 

Blum Construction has been selected as the Construction Manager @ Risk by the Town of Holly Springs and will receive and publicly open sealed proposals from prequalified bidders for the construction of the Eagles Landing Park project in Holly Springs, NC. Sealed bids will be delivered to Holly Springs Town Hall at 128 S. Main Street, Holly Springs, NC 27540 and then read aloud.

PROJECT DESCRIPTION:
Scope of work to include the development of approximately 40 acres for a community park and recreation center for the Town of Holly Springs. The main building on this new campus will be the 100,000 SF recreation center, constructed of structural steel and precast concrete panels with masonry, metal panel and storefront veneer. The interior is comprised of a large four-court gymnasium area, fitness center, exercise rooms, locker rooms, multipurpose rooms, childcare/playground, and lobby & office/admin areas. There will be roughly 38 disturbed acres of sitework. The new campus will consist of 2 large multi-purpose fields, two basketball courts, six pickleball courts, splash pad, skatepark, playground and greenway walking trail. Exterior scope to also include the addition of a new restroom building with a picnic shelter and renovations & expansion of an existing maintenance building on site.

Due to the large number of packages, there will be TWO (2) bid openings. 

The bid opening process will be as follows:

  • Opening #1: Wednesday, May 28, 2025: Bids will need to be dropped off in a box at Holly Springs Town Hall at 128 S. Main Street, Holly Springs, NC 27540. All sealed bids will be required to be placed in a sealed envelope labeled with the required details listed in the bid manual.
  • Opening #2: Wednesday, June 04, 2025: Bids will need to be dropped off in a box at Holly Springs Town Hall at 128 S. Main Street, Holly Springs, NC 27540. All sealed bids will be required to be placed in a sealed envelope labeled with the required details listed in the bid manual.
  • Receipt of bids will officially close at 1:00 pm – No bids or supplemental documents will be accepted after the bid closing.
  • Bid opening will be promptly one hour after the bid closing and will be publicly read out loud. The bid opening will be held both in person and via video conferencing. We will go systematically by bid package until all qualified bids are read.

RFI Questions are due Tuesday, May 13, 2025, @ 5:00 pm.

RFI Questions regarding the bid should be in writing and emailed to [email protected] on the RFI submission form located in the bid manual and this project’s plan room; Questions submitted after the noted RFI deadline will not be answered.

Blum Construction has a long-standing commitment to maximize minority and other HUB participation on all our projects, and we recognize the importance the Town of Holly Springs places on minority and HUB participation. There is an established 20% MWBE participation goal on this project. Historically underutilized and minority business participation is strongly encouraged. If MWBE subcontractors require assistance with bonding or payment terms, please let us know. Blum Construction has the ability to create custom solutions to support a successful project outcome. Examples of Trade Partner Support include quick pay arrangements, modified insurance limits, bonding access or alternative bonding solutions, joint check agreements, disaggregation of bid packages, break out of materials and equipment to support cash flow.

No facsimile or email submissions are permitted. Sealed bids must be received prior to the bid opening time at the location noted above. Sealed bids can be mailed but should arrive before 4:00 pm on the day before the bid to Blum Construction Company, 4020 Westchase Blvd, Suite 160, Raleigh, NC 27607, Attention: Lauren Ashley. Blum will receive, open, and read publicly all bids received.
