General Notice
Gaston County (Owner) is requesting Bids for the construction of the following Project:
GASTON COUNTY LANDFILL
C&D LANDFILL CLOSURE
Bids for the construction of the Project will be received at the Gaston County Renewable Energy Center Conference Room located at 3150 Philadelphia Church Road, Dallas, North Carolina, until Monday March 31st, 2025 at 2:00 PM local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
Construction of approximately 24 acres of soil closure cap at the Gaston County Construction and Demolition (C&D) landfill including surface preparation, placement of 18-IN compacted soil subbase (maximum hydraulic conductivity of 1E-5 CM/SEC), 6-IN topsoil layer, seeding, stormwater controls and roadway construction. Soils for construction must be obtained from off-site borrow sources.
An optional Pre-Bid Conference for this project will be held at the Gaston County Renewable Energy Center Conference Room on Monday February 24th, 2025 at 10:00 AM local time. Representatives of the Owner and Engineer will be available at this time to answer questions and potential Bidders will be able to tour the site.
Obtaining the Bidding Documents
Bidding Documents may be viewed and ordered online by registering with Duncan Parnell via their bid room https://bidroom.duncan-parnell.com. Registration with Duncan Parnell is required to obtain the bid documents and be added to be added to the official Plan Holder’s List. Addenda will only be notified to those buying full sets from Duncan Parnell via their bid room. The cost of bid documents and shipping is non-refundable. Gaston County will not be responsible for copies of the bid documents obtained from sources other than Duncan Parnell. Please note that only registered plan holders may bid as a General Contractor. Gaston County encourages the participation of minority and women/historically underutilized business enterprises. All bidders are hereby notified that they shall comply with the Gaston County Minority and Women’s Business Enterprise (MWBE) Policy. MWBE requirements are included in the specifications. Gaston county reserves the right to reject any or all proposals and to award the contract in a manner deemed to be in the best interest of Gaston County.
Each proposal must be accompanied by a cash deposit or certified check drawn on a bank or trust company insured by the FDIC payable to the Gaston County Board of Commissioners in the amount of five percent (5%) of the gross amount of the proposal. A bidder may offer a bid bond of five percent (5%) of the proposal executed by a surety company licensed under the laws of North Carolina to execute such bonds. The deposit shall be retained by the Owner as liquidated damages in the event of failure of the successful bidder to execute the contract within ten days after the notice of award. Gaston County reserves the unqualified right to reject any or all bids. All bidders must be properly licensed under applicable laws of the State of North Carolina, at the time of bid submittal. Gaston County has established a verifiable goal of 10% for participation by minority businesses in construction contracts.
