NOTICE TO BIDDERS

Blum Construction has been selected as the Construction Manager @ Risk by the City of Mount Airy and will receive and publicly open sealed proposals from prequalified bidders for the construction of the Granstone Conference Center project in Mount Airy, NC. Sealed bids will be delivered to the Mount Airy Municipal Building in Mount Airy, NC and then read aloud.

PROJECT DESCRIPTION:
The Granstone Conference & Event Center will be a newly constructed +/- 18,500 SQ FT single-story structure. The space will incorporate large, voluminous pre-function and conference/meeting spaces, as well as catering kitchen, breakout rooms and support facilities (toilets, loading dock, etc.). The roofing will be layered with “flat” roofing and parapets, with a “butterfly” roof feature over the main entrance view. Exterior skins will be comprised of various elements, including metal panels, fiber cement, masonry/granite cladding and granite window trim; “wood” look soffit panels at pronounced entrances. Interior finishes will include paint/wall coverings, acoustical and specialty ceilings, and flooring to have a mix of carpeting, resilient flooring, and hard tile.

The bid opening process will be as follows:

• Tuesday, September 23, 2025: Bids will need to be dropped off in a box in the lobby of the Mount Airy Municipal Building (300 S. Main Street, My. Airy, NC 27030). All bids will be required to be placed in a sealed envelope labeled with the required details listed in the bid manual.

• Receipt of bids will officially close at 1:00pm – No bids or supplemental documents will be accepted after the bid closing.

• Bid opening will be one hour after bid closing time and will be publicly read out loud. The bid opening will be held both in person and via video conferencing. We will go systematically by bid package until all qualified bids are read.

• Any package not open due to a lack of qualified bids received will be rebid on September 30, 2025. Details forthcoming.

Blum Construction has a long-standing commitment to maximize minority and other HUB participation on all our projects, and we recognize the importance the City of Mount Airy places on minority and HUB participation. There is an established 10% MWBE participation goal on this project. Historically underutilized and minority business participation is strongly encouraged. If MWBE subcontractors require assistance with bonding or payment terms, please let us know. Blum Construction has the ability to create custom solutions to support a successful project outcome. Examples of Trade Partner Support include quick pay arrangements, modified insurance limits, bonding access or alternative bonding solutions, joint check agreements, disaggregation of bid packages, break out of materials and equipment to support cash flow.
