NOTICE TO BIDDERS

Blum Construction has been selected as the Construction Manager @ Risk Guilford Technical Community College and will receive and publicly open sealed proposals from prequalified bidders for the construction of the GTCC Aviation Training Center – Building 1 project in Colfax, NC. Sealed bids will be delivered to the Sears Applied Technologies Building, Jamestown Campus, Room 120 – Auditorium (1201 Bonner Drive, Jamestown, NC 27282) and then read aloud.

PROJECT DESCRIPTION:
Project consists of a new ground-up two-story education building for Guilford Technical Community College’s Aviation Program on their Cameron Campus in Colfax, NC. The roughly 70,000 square foot building will house offices, labs, storage and classrooms. The site is pad-ready, but will require additional paving, grading and utilities to complete the project.

The Re-bid opening process will be as follows:

• Friday, June 27, 2025: Bids will need to be dropped off in a box at Campus Operations, Jamestown Campus, (1003 Bonner Drive, Jamestown, NC 27282). All sealed bids will be required to be placed in a sealed envelope labeled with the required details listed in the bid manual. Bids will only be accepted from prequalified bidders.

• Receipt of bids will officially close at 12:00pm – No bids or supplemental documents will be accepted after the bid closing.

• Bid opening will be one hour after bid close time and will be publicly read out loud. The bid opening will be held both in person and via video conferencing. We will go systematically by bid package until all qualified bids are  read.

There is an established 15% MWBE participation goal on this project. Historically underutilized and minority business participation is strongly encouraged. If MWBE subcontractors require assistance with bonding or payment terms, please let us know. Blum Construction has the ability to create custom solutions to support a successful project outcome. Examples of Trade Partner Support include quick pay arrangements, modified insurance limits, bonding access or alternative bonding solutions, joint check agreements, disaggregation of bid packages, break out of materials and equipment to support cash flow.

No facsimile or email submissions are permitted. Sealed bids must be received prior to the bid opening time at the location noted above. Sealed bids can be mailed but should arrive before 4:00 pm on the day before the bid to Blum Construction Company, 2601 Pilgrim Court, Winston-Salem, NC 27106, Attention: Holly Hodgson. Blum will receive, open, and read publicly all bids received.
