CONSTRUCTION BID NOTICE –
CDBG-I PROJECT
ARMORY EMS BASE
Separate sealed bids for Armory EMS Base will be received at the office of Haywood County Historic Courthouse located at 215 North Main Street Waynesville, North Carolina 28786 on Thursday, September 23, 2025, at 2:00 PM local time, then at said office to be publicly opened and read aloud. The bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered.
The project is located at 258 Armory Drive, Clyde, North Carolina 28721. The project includes renovations to the existing Armory facility, the addition of an EMS base garage facility, an auxiliary building and associated utility appurtenances, and roadway improvements. The scope of work generally includes construction of above referenced facilities and renovations, demolition, erosion control measures, excavation/filling/grading, retaining wall, asphalt paving, guardrail, sidewalks, stormwater infrastructure, mechanical, electrical, plumbing and underground utilities. Utilities will include installation of a water main extension, water services & meter, sewer manhole, sewer service lines and electrical connections. Completion of work is expected within 300 days of Notice to Proceed.
A pre-bid conference will be held on Thursday, August 28, 2025, at 3 PM in the 3rd Floor Historic Courtroom at the Haywood County Historic Courthouse located at 215 North Main Street Waynesville, North Carolina 28786. Interested parties are invited to attend this meeting to review the plans, ask for additional information or clarification.

Each bid shall be accompanied by a cash deposit or certified check drawn on a bank or trust company insured by the FDIC or a Bid Bond prepared on the form of Bid Bond contained in the Bidding Documents or a Surety Company’s standard form and properly executed by a corporate surety licensed under the laws of North Carolina to execute such bonds. The amount of the bid bond shall be equal to five (5%) percent of the total of the bid. The bid deposit shall be retained by the Owner if the successful bidder fails to execute the contract or fails to provide the required bonds, as stated above, within ten (10) days after the proper notice of award of the contract.
The successful bidder will be required to furnish a Performance Bond and a Payment Bond in the amount of one hundred percent (100%) of the contract amount. Those bonds shall meet the requirements of North Carolina General Statute Section 143-129 and of Article 3 of Chapter 44A of the North Carolina General Statute.
Bidders must comply with the requirements of the State of North Carolina and be appropriately licensed as a Contractor as provided in General Statutes Chapter 87.
Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including any Addenda, obtained from any source other than the Owner’s representative, McGill Associates, P.A. Each Bidder shall be responsible for the review of all addenda for the project and shall acknowledge the addenda on the bid form.
This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG), as administrated by the North Carolina Department of Environmental Quality/Division of Water Infrastructure. All federal CDBG requirements will apply to the contract: Bidders on this work will be required to comply with Section 109 and E.O. 11246 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, Davis Bacon Act, Anti-Kickback Act, and Contract Work Hours and Safety Standards Act, and 40 CFR 33.1016, and 40 CFR 60-4.
Haywood County is committed to and supportive of efforts to effectively maintain and/or increase the use of Small, Minority/Women-Owned Business, Veteran-Owned, and Historically Underutilized Businesses (HUB) contract participation for construction projects, services (including professional and consulting services) and commodities purchases, AND increase contract participation to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968.
This project is subject to the Build America, Buy America Act (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction [include relevant materials based on HUD implementation chart] materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022.
No contract may be awarded to any contractor that is debarred, suspended or otherwise ineligible to participate in Federally assisted contracts or programs. Any contract awarded to a prime contractor or subcontractor that is found to be ineligible for award must be terminated immediately. Prior to contract award prime contractors are to be actively registered, with no exclusions, with SAM.gov and not on NC Debarred Vendors list, to determine eligibility/debarment status.
No bidder may withdraw his/hers bid within seven (7) days after the actual date of the opening thereof.
Haywood County reserves the right to reject any and all Bids, to waive informalities, or to reject non-conforming, non-responsive, or conditional bids. The Owner reserves the right to award a contract to the lowest, responsive, responsible bidder or bidders, taking into consideration quality, performance and time.
