COUNSELING QUALITY CONTROL REVIEWS

Sealed proposals will be received by the Housing Authority of the City of High Point (HPHA) at 500 E. Russell Ave., High Point, NC for Housing Counseling Services until 10:00 a.m. local time, June 27, 2024. Any proposal received later than the specified time, whether delivered in person or mailed, will be disqualified. Faxed, emailed, or other unsealed submissions will not be accepted.
The contractor will assist low and moderate-income individuals by providing housing counseling and education services to encourage responsible homeownership, financial literacy, foreclosure prevention, and loss mitigation. Housing counseling services will be provided in person and/or virtually (where approved by the HPHA), in group and individual settings in areas of financial literacy, pre-purchase, post-purchase, and loss mitigation. The contractor must be a HUD Certified Housing Counselor.
The contractor will provide an initial assessment of HPHA Housing Counseling/Homeownership program activities to determine compliance risks. The contractor will provide quality control program reviews to prevent any potential findings during HUD’s biennial review, as requested by the HPHA. The contractor will provide a list of the cited risks and recommendations to the CEO to ensure compliance. The contractor will provide follow-up to implemented recommendations to meet housing counseling/homeownership program requirements.

Any addenda will be issued by 10:00 a.m. on June 28, 2024. Please send four (4) copies of your proposal. It is important that the proposals be submitted in a sealed envelope clearly marked in the lower left-hand corner with the name of the project: “20241202 Sealed Proposal for Housing Counseling Services and Housing Counseling Quality Control Reviews”.

It is very important that each company sends to HPHA all of the required paperwork.
