LED RETROFITS 2024 PORT OF WILMINGTON
NCSPA CONTRACT NO. C-1785
SCOPE OF WORK
The project includes furnishing all materials, labor, tools and equipment, and incidentals for the complete and proper installation of LED Lighting, replacing existing fluorescent luminaires on two (2) – 100’ tall high-mast light poles, and two (2) 70’ tall high-mast light poles, as indicated in the contract documents. All work is located at Berths 1 and 2 on the North Carolina State Ports Authority property at the Port of Wilmington.
NOTICE TO BIDDERS
Sealed proposals will be received by Mark A Blake, P.E. of the North Carolina State Ports Authority in the Executive Board Room of the North Carolina Maritime Building, 2202 Burnett Blvd., Wilmington, NC, 28401, Phone No. (910) 746-6407, up to 3:00 p.m. on Thursday, August 22nd, 2024, and immediately thereafter publicly opened and read aloud.
Complete electronic copies of plans, specifications, and contract documents will be available from the Engineering and Maintenance Department, North Carolina State Ports Authority, 2202 Burnett Blvd., Wilmington, North Carolina, 28401, Bobby G Sweat, Phone No. (910) 746- 6407, Email: [email protected] .
Bids will be received for single prime construction contract. Bidders should clearly indicate on the outside of the bid envelope, “Bid Proposal for: C-1785 LED Upgrades 2024 – Port of Wilmington.”, their NC General Contractor’s License Number, and that the bid is for “Single Prime Bid”.
Contractors are hereby notified that they must have proper license under the State laws governing their respective trades and that North Carolina General Statute 87 will be observed in receiving and awarding contracts.
A bid bond is not required for this project. A performance bond and payment bond are not required for this contract.
No Bid may be withdrawn after the opening of bids for a period of 30 days. Proposals shall be made only on the form provided herein with all blank spaces for bids properly filled in and all signatures properly executed.

An open pre-bid meeting will be held for all interested bidders and vendors on Wednesday, August 7th, 2024, at 10:00 AM in the Executive Board Room at the Port of Wilmington, 2202 Burnett Street, Wilmington, North Carolina, 28401. Attendance at the Pre-Bid meeting is not mandatory, but all Bidders should attend this conference and/or visit the site in order to acquaint themselves with site conditions and job requirements. A Transportation Worker Identification Credential (TWIC) is required to access the port. If you do not have a TWIC, please contact Bobby Sweat, Phone No. (910) 746-6407 prior to the pre-bid meeting for access arrangements.
The Owner reserves the unqualified right to reject any or all bids and waive informalities.
