NOTICE TO CONTRACTORS

Blum Construction has been selected as the Construction Manager @ Risk by Guilford County and is seeking bids for furnishing labor, materials, equipment, and tools for the Lees Chapel Treatment Center project in Greensboro, NC.  Sealed bids will be delivered to 220 Seneca Drive, Greensboro, NC 27401, and then read aloud.

PROJECT DESCRIPTION:
Reconstruction of an existing facility, built in 1998 and previously used as a senior living facility, that will be the future home of the Lees Chapel Treatment Center in Greensboro, NC.  Scope of work to include new paint and LVT flooring throughout, miscellaneous accessories, framing and drywall repairs, and new kitchen equipment.  Work also includes repairs of fire suppression, plumbing, mechanical, and electrical systems, with replacement where needed.  Exterior scope to include miscellaneous repairs and improvements.

The bid opening process will be as follows:

• Wednesday, December 4, 2024: Bids will need to be dropped off in a box at 220 Seneca Drive, Greensboro, NC 27401.  All sealed bids will be required to be placed in a sealed envelope labeled with the required details listed in the bid manual.
• Receipt of bids will officially close at 1:00 pm – No bids or supplemental documents will be accepted after the bid closing.
• Bid opening will be at 2:00 pm and will be publicly read out loud. The bid opening will be held both in person and via video conferencing.  We will go systematically by bid package until all qualified bids are read.

RFI Questions are due Friday, November 15, 2024 @ 4:00 pm.

RFI Questions regarding the bid should be in writing and emailed to [email protected] on the RFI submission form located in the bid manual and this project’s plan room; Questions submitted after the noted RFI deadline will not be answered.

Blum Construction has a long-standing commitment to maximize minority and other HUB participation on all our projects, and we recognize the importance Guilford County places on minority and HUB participation.  There is an established 17% MWBE participation goal on this project.  Historically underutilized and minority business participation is strongly encouraged.  If MWBE subcontractors require assistance with bonding or payment terms, please let us know.  Blum Construction has the ability to create custom solutions to support a successful project outcome.  Examples of Trade Partner Support include quick pay arrangements, modified insurance limits, bonding access or alternative bonding solutions, joint check agreements, disaggregation of bid packages, and break out of materials and equipment to support cash flow.

No facsimile or email submissions are permitted.  Sealed bids must be received prior to the bid opening time at the location noted above.  Sealed bids can be mailed but should arrive before 5:00 pm on the day before the bid to Blum Construction Company, 2601 Pilgrim Court, Winston-Salem, NC 27106, Attention:  Lauren Ashley.  Blum will receive, open, and read publicly all bids received.
