NOTICE TO BIDDERS
TA Loving-Blum-Metcon have been selected in a tri-venture as the Construction Manager @ Risk by The Centennial Authority and will receive and publicly open sealed proposals from prequalified bidders for Phase 1 of the Lenovo Center Enhancements project in Raleigh, NC. Sealed bids will be delivered to the South VIP Entrance of Lenovo Center and then read aloud.
PROJECT DESCRIPTION:
Phase 1 of the overall renovations & enhancements to the Lenovo Center encompasses the development of a versatile multipurpose room, modern bunker suites, upgraded restrooms, and expanded storage facilities on the Event Level. This phase also involves the removal and infill of four staircases to maximize floor space. On the Upper-Level Concourse, the plan includes the removal of three seating sections to make way for a stylish new View Bar, complemented by a full concourse revitalization featuring enhanced concession offerings and refreshed amenities.
The bid opening process will be as follows:
- Wednesday, May 7, 2025: Bids will need to be dropped off in a box in the Lobby of the South VIP Entrance of Lenovo Center (1400 Edward Mills Road, Raleigh, NC 27607). All sealed bids will be required to be placed in a sealed envelope labeled with the required details listed in the bid manual.
- Receipt of bids will officially close at 10:00 am – No bids or supplemental documents will be accepted after the bid closing.
- Bid opening will begin promptly after the bid closing time and will be publicly read out loud. The bid opening will be held in person. We will go systematically by bid package until all qualified bids are read.
- A rebid date of May 15, 2025, at 10:00 am, will be held for any package not opened during the May 7 bid opening. Additional details will be released as needed.
MANDATORY Prebid Meeting & Site Walk:
TA Loving-Blum-Metcon will be hosting two prebid meetings & site walks on Tuesday, April 15, and Thursday, April 17, both from 1 pm-4 pm at Lenovo Center. A Preferred Alternates Conference will be held at the beginning of each prebid meeting. Due to the specialized nature of this package, attendance at ONE of the scheduled meetings will be MANDATORY for all bidders. Please send your RSVP to [email protected] .

TA Loving-Blum-Metcon has a long-standing commitment to maximize minority and other HUB participation on all our projects, and we recognize the importance The Centennial Authority places on minority and HUB participation. There is an established 10% MWBE participation goal on this project. Historically underutilized and minority business participation is strongly encouraged. If MWBE subcontractors require assistance with bonding or payment terms, please let us know. Blum Construction has the ability to create custom solutions to support a successful project outcome. Examples of Trade Partner Support include quick pay arrangements, modified insurance limits, bonding access or alternative bonding solutions, joint check agreements, disaggregation of bid packages, break out of materials and equipment to support cash flow.
