Phases 2 & 3 of the Winston-Salem Choice Neighborhoods Initiative Project
NOTICE OF PREQUALIFICATION & REBID

Blum Construction, in partnership with Sterling Construction Services, as the Construction Manager for Phases 2 & 3 of the Winston-Salem Choice Neighborhoods Initiative Project, is seeking bids for furnishing labor, materials, equipment, and tools from prequalified bidders on the listed bid packages below.
Phase 2 will consist of vertical construction of 72 affordable housing units in eleven 3-story and 2-story garden style and townhouse apartment buildings. Apartments will vary from 1-bedroom, 2-bedroom, and 3-bedroom units, totaling approximately 75,000 SF across all 11 buildings. Scope of work to include concrete, masonry, stairs and railings, wood framing, roofing, and siding, as well as all new openings, finishes and accessories associated with residential units. Phase 2 to include the addition of 3 mail kiosks and the common recreation area, totaling 7,200 SF, located across from Buildings 12 and 13.
Phase 3 will consist of vertical construction of 42 affordable housing units in three 3-story garden style apartment buildings. Apartments will vary from 1-bedroom, 2-bedroom, and 3-bedroom units, totaling approximately 47,000 SF across all 3 buildings, including 5,400 SF of common area space in Building 13. Scope of work to include concrete, masonry, stairs and railings, wood framing, roofing, and siding, as well as all new openings, finishes and accessories associated with residential units.
Subcontracts will be awarded when the developer issues the Notice to Proceed for each phase. Phase 2 will begin before Phase 3. Phase 2 & 3 may not run concurrently. Subcontractors may bid on both phases or either phase.
Please review the shortened prequalification application and submit all required answers and documentation. Prequalification applications should be submitted no later than 4:00 pm on Monday, September 23, 2024. Proposals should be submitted no later than 4:00 pm on Monday, September 30, 2024.

All bidders are strongly encouraged to include opportunities for Minority Business Participation & Section 3 Participation wherever possible in their respective submission. Minority Business Participation and Section 3 Participation is a part of this contract, and subcontractors must comply with all requirements set forth in the Bid Manual.
