Preparation of a Reclaimed Water Ordinance, associated specifications and details, and Reclaimed Water Master Plan for Brunswick County Public Utilities
REQUEST FOR QUALIFICATIONS STATEMENTS

PREPARATION OF A RECLAIMED WATER ORDINANCE, ASSOCIATED SPECIFICATIONS AND DETAILS,
AND RECLAIMED WATER MASTER PLAN FOR BRUNSWICK COUNTY PUBLIC UTILITIES
Brunswick County is requesting qualifications statements from qualified consulting firms for the services associated with preparation of the County’s Reclaimed Water Program. The first phase of the project will be to prepare a revised Reclaimed Water Ordinance to include development of technical specifications and details for construction of reclaimed water systems. The second phase of the project will be to develop a Reclaimed Water Master Plan for the County. The second phase is dependent upon and will commence after Board of Commissioners approval of the Ordinance and specifications as developed in phase one of the project.
Brunswick County currently provides reclaimed water for irrigation on golf courses, and dedicated drip and spray irrigation sites and utilizes high-rate infiltration basins for disposal as approved by NCDEQ. The County is pursuing further permitted uses of reclaimed water as permissible by NCDEQ to include new residential development, new and existing commercial, and new and existing industrial applications. The selected firm shall review and revise the existing ordinance, as appropriate, and prepare a new ordinance that is clear and concise and in compliance with local, state, and federal laws, rules, and regulations and current zoning and subdivision practices, as applicable. The firm shall also develop technical specifications and details to govern the installation of the associated reclaimed water system. The ordinance is anticipated to address, without limitation, general use provisions and requirements, usage fee recommendations, backflow and cross-connection, easements, system development fees, utility infrastructure protection, and enforcement. The second phase, if approved, is to provide engineering and planning services required to provide a comprehensive Reclaimed Water Master Plan. The goal for this phase of the project is to develop a master plan that provides the County with a blueprint to implement a reclaimed water program and to strategically plan and budget for the future of the reclaimed water system. A more detailed description of the work to be performed is set forth in the Scope of Work attached hereto and incorporated herein by reference.
