REQUEST FOR QUALIFICATIONS
DEVELOPER
Sealed qualification packages will be received by the Housing Authority of the City of High Point (HPHA), 500 E. Russell Ave., High Point, NC for Developer until 10:00 A.M. local time, on March 31, 2025. Any package received later than the specified time, whether delivered in person or mailed, will be disqualified. Faxed, emailed and other unsealed submissions are not acceptable.
HPHA is soliciting for statements of qualifications from experienced Developers to participate in development activities. HPHA’s development activities will utilize a mixed finance methodology resulting in a viable mixed income residential community containing affordable housing, which may include special needs and/or family units. In keeping with HPHA’s current development plan, HPHA is considering redevelopment, rehabilitation and/or preservation activities.
All interested companies may obtain RFQ documents through an email to [email protected] or the HPHA’s website at www.hpha.net. All questions must be sent to the HPHA by 12:00 p.m. on March 7, 2025. Any addenda will be issued by 12:00 p.m. on March 10, 2025. It is important that each offeror’s package is submitted in a sealed envelope clearly marked in the lower left–hand corner with the name of the project: “RFQ for Developer– 20251701”. Please send five (5) copies of your proposal.

- Section 3 and MWBE Certifications
- Non-collusive Affidavit
- Executive Order No. 11246 Compliance Report
- References/Experience
- Estimated Project Work Force – Prime/Subcontractor
- Responder’s Statement (Attachment A)
- Profile of Firm (Attachment B)
- Other requested information on the Evaluation Criteria Form
- Financial Statement or Audit
- Certifications and Representations of Offerors Non-Construction Contract (form HUD-5369-C).
It is very important that each company sends to HPHA all the required paperwork.
Contract for work under this RFQ will obligate the Developer to not discriminate in employment practices. The HPHA encourages minority owned, women-owned, and/or Section 3 businesses to participate. HPHA reserves the right to reject all bids/proposals and to waive minor informalities in the bidding process.
