NOTICE TO BIDDERS 

STREET RESURFACING AND REHABILITATION 2026

PURSUANT TO SECTION 143-129 of the General Statutes of North Carolina, the City of Sanford will receive sealed proposals for the above-named project consisting of the following approximate major items:

Project
The project sites are varying locations throughout the City of Sanford.

Objective
Rehabilitate and/or resurface approximately 2.58 miles of roadway and grade to shoulder, where present, to drain positively away from the pavement section and place stone per provided detail.

Scope of Work
*All Quantities Estimated, Field Varication and Agreed to Final Quantities Shall Between the City Inspector and Contractor Field Staff*. 

Full Depth Reclamation (FDR)
Reclaim the existing roadway structure, .96 miles.

Using the ‘Full Depth Reclamation’ process. The City of Sanford would like to reincorporate the existing roadway structure material in the process, eliminating the haul-off. If your process requires haul of “R.A.P,” the City of Sanford has the location you can dump at. We DO NOT accept landscape material and/or concrete.

The pavement section consists of 2” S 9.5 B surface course residential and S 9.5 D for the intersection of Chatham Street and McIver Street, 4” I 19.0 C intermediate/base course on 12” Portland cement treated’ base material, unless the independent Geotechnical Engineering Firm you hire, makes a case for another pavement section for consideration.

All Quality Control (QC) testing cost falls on the contractor or subcontractor. The City of Sanford reserves the right to hire their own Geotechnical Engineering Firm for Quality Assurance (QA).

There is approximately 14,271.02 YD2 of Type S 9.5 B Asphalt Concrete Surface Course, and of Type I-19.0 C Asphalt Concrete Intermediate/Base Course to be placed on various streets throughout the City of Sanford and including one intersection in the downtown district with an approximately 107 SY2 of milling as needed for transition joints between existing and new asphalt.

*FDR Quantities will be an alternative bid for patch and overlay. * 

5” Patching and 1” Overlay
The remaining 1.62 miles of roadway of the project are to be patch with a minimum of 5” deep of I- 19.0C with a 1” overlay of S 9.5 B.

  1. Patch quantities are approximate.
  2. The locations to be patched with identified by City Inspection Staff. IF, the contractor wants to add additional areas for patching, this additional patch MUST be accepted by the City Inspector in order to be paid for.
  3. All patch material to be paid for by the tonnage placed not purchased.

There is approximately 10,937.69 YD2 of Type S 9.5 B Asphalt Concrete Surface Course, an approximately (FT2 x 5-inch depth) 307 TONS of Type I 19.0 C Asphalt Concrete Intermediate/Base Course to be placed on various streets throughout the City of Sanford with an approximately 80 SY2 of milling as needed for transition joints between existing and new asphalt.

Shoulder Rehabilitation – Streets with Shoulder Drainage

The shoulder grading shall consist of creating a positive slope away from the new pavement structure. With newly placed stone per provided detail. All material to be paid for by the tonnage placed not purchased.

Bid Opening
Bids will be received at the Engineering Department until 1:00 P.M., Thursday, July 24, 2025, at which time they will be publicly opened and read.  

Proposals must be enclosed in a sealed envelope addressed to the Director Engineering and City Council, City of Sanford, P. O. Box 3729, Sanford, North Carolina 27331 3729.  Proposals must be made on the blank forms provided in bound copies of Contract Documents.  The name, address, and license number of the bidder shall be plainly marked on the outside of the envelope.

No proposal shall be considered or accepted unless, at the time of its filing, it is accompanied by a deposit equivalent to not less than five percent (5%) of the proposal.  The bid deposit may be in the form of cash, cashier’s check, certified check, or a bid bond by a North Carolina licensed surety.  This deposit shall be retained if the successful bidder fails to execute within ten (10) days after the award, or fails to give satisfactory surety as required.

Each bidder must be appropriately licensed as a Highway Contractor in the State of North Carolina as required in General Statute Chapter 87.

  1. The right is reserved to reject any or all bids, to waive informalities and to award contracts which in the opinion of the city, appear to be in its best interests.  No bid may be withdrawn for a period of (60) days from the date of opening.
