Blum Construction has been selected as the Construction Manager @ Risk by the North Carolina Center for the Advancement of Teaching (NCCAT) and will receive and publicly open sealed proposals from prequalified bidders for the construction of the NCCAT Cullowhee Campus Expansion project in Cullowhee, NC. Sealed bids will be delivered to the Allied Health & Workforce Development Building on AB Tech’s Asheville Campus (10 Genevieve Circle, Asheville, NC 28801) and then read aloud in Room 517.

PROJECT DESCRIPTION:
NC Center for the Advancement of Teaching will be undergoing a campus expansion including the addition of a new Residence Hall and renovations & additions to the existing 42,295 SF Professional Development Center on their campus in Cullowhee, NC. The new residence hall will span 30,150 SF and total 51 beds. Associated sitework will include demolition of existing storage buildings, preparation of the new building pad, future building pads, new access road and parking lot.

The re-bid opening process will be as follows:

• Tuesday, October 28, 2025: Sealed bids will need to be dropped off in a box in the First Floor Lobby of AB Tech’s Allied Health & WD Building (10 Genevieve Circle, Asheville, NC 28801). All sealed bids will be required to beplaced in a sealed envelope labeled with the required details listed in the bid manual.

• Receipt of bids will officially close at 1:00pm – No bids or supplemental documents will be accepted after the bid closing.

• Bid opening will begin immediately following bid closing time and will be publicly read out loud. The bid opening will be held both in person and via video conferencing. We will go systematically by bid package until all qualified bids are read.

All Bidders are strongly encouraged to include opportunities for Minority Business participation wherever possible in their respective Bid submission.  Minority Business participation is a part of this contract and must comply with all requirements set forth in the Bid Manual. MWBE forms are required as part of the bid submission. The MWBE goal for this project is 10%. Blum Construction has a long-standing commitment to maximize minority and other HUB participation on all of our projects. If MWBE subcontractors require assistance with bonding or payment terms, please let us know. 

No facsimile or email submissions are permitted. Sealed bids may be hand delivered or mailed prior to October 28, 2025, but must be received at Blum’s Asheville Office (30 Bryson Street, Suite 160, Asheville, NC 28803) by 5:00pm on the day before the bid, October 27. 

Bids will only be accepted from prequalified bidders.  

The Construction Manager and Owner reserve the right to reject any and all bids.
