NOTICE TO BIDDERS

 

Frank L. Blum Construction has been hired as the CM at Risk and will receive and publicly open sealed proposals from prequalified bidders for the Clyde A. Erwin Middle School ADA Renovations project located in Asheville, NC.  Bids will be delivered to Blum’s Asheville office at 30 Bryson Street, Suite 160, Asheville, NC 28803 and then read aloud.

PROJECT DESCRIPTION:
Construction of ADA accessibility and egress renovations for Clyde A. Erwin Middle School, both inside the building and in the outdoor courtyard.  Exterior work includes rework and new covered walkways and ramps.  Interior work includes new corridor and cafeteria ramps, new restroom facilities, and renovating existing classroom spaces (selective demo, revised CMU and metal framed wall layouts, finishes and MEP modifications).

The bid opening process will be as follows: 

• Bids Due: Friday, April 19, 2024, at 11:00 am.
• Bids will need to be dropped off in a box at Frank L. Blum’s Construction Office at 30 Bryson Street, Suite 160, Asheville, NC 28803 by 11:00 am. Receipt of bids will officially close at 11:00 am – no bids or supplemental documents will be accepted after the bid closing.  All sealed bids will be required to be placed in a sealed envelope labeled with the required details listed in the bid manual.
• Bid opening will be held virtually via video conferencing. We will go systematically by bid package until all qualified bids are read.  We will close the bid opening and gather all bid information for our client and design team.

• Video conferencing will begin for bidders to join two hours after the 11 am Bid Delivery Time, promptly at 1:00 pm.

RFI Questions are due by Tuesday, April 9, 2024, by 4:00 pm.

RFI Questions regarding the bid should be in writing and emailed to [email protected] on the RFI submission form located in the project’s plan room.  Questions submitted after the noted RFI deadline will not be answered.

All bidders are strongly encouraged to include opportunities for Minority Business Participation wherever possible in their respective bid submission.  MWBE forms are required as part of the bid submission.  The MWBE goal for this project is 10%.  Blum Construction has a long-standing commitment to maximize minority and other HUB participation on all of our projects.  If MWBE subcontractors require assistance with bonding or payment terms, please let us know.

No facsimile or email submissions are permitted.  Bids delivered prior to 4/19/2024 must be dropped off at our Blum Asheville office at 30 Bryson Street, Suite 160, Asheville, NC 28803.  Sealed bids can be mailed but should arrive before 3:00 pm on the day before the bid, 4/18/2024, to Frank L. Blum Construction Company, 30 Bryson Street, Suite 160, Asheville, NC 28803, Attention:  Christine Davis.

Bids will only be accepted from prequalified bidders.

The Construction Manager and Owner reserve the right to add prequalified bidders.  The Construction Manager and Owner reserve the right to reject any and all bids.
